The Washington Township Board of Supervisor’s met at the Municipal Building on May 15, 2017.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 150 calls for the month of April with 1 in Washington Township. Northern York County Fire Rescue EMS responded to 42 calls and none were in the township. Wellsville Fire Company responded to 24 calls total but none were in the township. East Berlin Fire Company responded to 13 calls for the month and none were in the township. The ambulance responded to 91 calls and 5 were in the township.

Chief Michael Whitzel from Franklintown Fire Company asked the Supervisors for approval of the new box card numbers for the merger with Dillsburg Fire Company. There will be 1 box now instead of 2 and it will be #15-10. Supervisor Dan McGregor questioned why no fire police were included in the box. Chief Whitzel said they were just overlooked and he will add them before submitting to County Control. Supervisor Dan McGregor made a motion to approve the box card provided fire police are added to the box and Supervisor Harlen Anderson, Jr. seconded the motion. Chief Whitzel also stated the merger is to be final around July 15th.

Subdivision Plans:

Final subdivision plans for Timothy Crone on Baltimore Pike were presented for approval. After reviewing, Supervisor Harlen Anderson, Jr. stated the plans need to be changed to show 3 building rights remain, not 4. Lot 1 has 2 building rights and Lot 2 has 1 building right. Supervisor Harlen Anderson, Jr. made a motion to approve the plans pending the change to plans. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the non-building waiver for DEP. Supervisor Dan McGregor seconded the motion.

Business from the Floor:

Resident Caroll Myers asked who installed warning signs on Shippensburg Rd. Supervisor Harlen Anderson, Jr. stated the Township did due to the Route 194 detour and the high volume of traffic. They are hoping it will help to control the dangerous conditions on the road.

Old Business:

Supervisor Dan McGregor reminded residents of the June 1st deadline for Ag Security Applications to be turned in to the office.

New Business:

Supervisor Dan McGregor informed residents of free tire disposal at York County Solid Waste from May 15th -June 12th. Registrations end May 31st. He also announced Dillsburg’s Farmers Market opened on May 13th and will continue through October 14th. Seniors can receive at $20.00 voucher to use for fresh fruits and vegetables through the York County Area Agency on Aging.

He read the notice the Township received on 2 more bridge closings in the Township. Bentz Mill Rd is scheduled to close on June 19th and be completed by October 25, 2017. Bermudian Church Rd at Blue Hill School Rd and Detters Mill Rd is scheduled to close on July 3rd and be completed April 24, 2018.

No information has been given to the Township on detours yet.

Supervisor Dan McGregor made a motion to research prices to purchase a new dump truck. Supervisor Harlen Anderson, Jr. seconded the motion.

At 8:00 P.M. Supervisor Dan McGregor opened the only bid for the Ridge Rd Project from Wilson Paving. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Wilson Paving. Supervisor Jeff Propps seconded the motion. Supervisor Dan McGregor opened the only bid for line painting from Alpha Space Control. Supervisor Harlen Anderson, Jr. made a motion to reject the bid due to the cost.

Supervisor Jeff Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing to discuss but requested an Executive Session related to the Dapp Zoning Hearing Appeal.

Supervisor Jeff Propps made a motion to pay the bills out of the General Funds Account totaling

$11,582.65 and the State Account totaling $4,667.82. Supervisor Harlen Anderson, Jr. seconded the

motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 8:04 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
