The Washington Township Board of Supervisor’s met at the Municipal Building on October 16, 2017.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 171 calls for the month of September with 8 calls in Washington Township. Northern York County Fire Rescue EMS responded to 24 calls, 1 was in the township. Wellsville Fire Company responded to 11 calls total and none were in the Township. East Berlin Fire Company responded to 26 calls and 1 was in the township. The ambulance responded to 88 calls with 7 calls in the township.

Subdivision Plans:

Jim Lehman presented plans for the Harold and Verla Lehman Estate on Baltimore Pike. Changes were made by deleting comment #2 & 5 to show no building rights remain as per the Planning Commission.

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Sewage Waiver and Non Building Declaration and approve the plans as presented. Supervisor Dan McGregor seconded the motion. Planning Commission members Jerre Miller and Caroll Myers also signed the plans.

Business from the Floor:

Residents Jennifer Stefanick and Travis Foreman of Pine Ridge Rd were presented to see what could be done about their neighbor who placed numerous stakes at the edge of her property. The Supervisors have addressed the issue and will try to communicate with her again. Unfortunately there is legally not much they can do. She was informed any damaged caused by the stakes will be her responsibility.

Also residents asked about the Milford Green Road Bridge Closure. Supervisor Dan McGregor informed them that this makes 6 bridges currently closed in the Township. It was closed due to structural deficiency.

Old Business:

Supervisor Dan McGregor reported the 2018 Budget is available for inspection. Supervisor Harlen Anderson, Jr. stated taxes will remain the same. He said they have not increased in 26 years and made a motion to have the Secretary advertise the proposed budget. Supervisor Jeff Propps seconded the motion. The budget will be voted on at November’s meeting.

New Business:

Supervisor Jeff Propps made a motion to have the Secretary advertise to appoint a certified public accounting firm to perform the 2017 audit, replacing the elected Auditors at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to renew the 2018 York County SPCA Agreement at the same cost as last year of $1,337.00. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Evan Gabel was substituting for Sharon Myers. He presented the Supervisors with 2 sample ordinances. One was for Right of Way for Street Opening and the other for Cell Tower/Wireless Communications. The Supervisors will review ordinances.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $9,976.03 and the State Account totaling $4,160.82. Supervisor Jeff Propps seconded the motion.
