The Washington Township Board of Supervisor’s met at the Municipal Building on December 17, 2018.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Dan McGregor made a motion to approve the November Minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Harlen Anderson Jr seconded the motion.

Supervisor Dan McGregor read the following reports. Geisinger EMS responded to 8 calls total for the month of November in Washington Township. Northern York County Fire Rescue EMS responded to 53 calls for the month, 3 were in the township. East Berlin Fire Company responded to 43 calls with 6 in the township and the ambulance responded to 90 calls total and 10 were in the township.

Subdivision Plans:

Supervisor Ralph McGregor made a motion to waive the Subdivision/Land Development Plan requirement per Section 404.t for permanent monuments to be installed for the Terry Sweitzer Poultry Barns project. Supervisor Harlen Anderson, Jr. seconded the motion. The waiver was requested since the land is not being subdivided and is a large farm used for agriculture.

Business from the Floor:

Residents Mr. & Mrs. Frazer voiced concern for someone with laser lights hunting late at night to close to their property. Supervisors thought they may have been fox hunting but advised them to call 911 and ask for Game Commission if it happens again.

Old Business:

Supervisor Ralph McGregor updated residents on the Kralltown School Phase I and asbestos reports. An appraisal of the school with the test results taken into consideration was suggested. Four quotes for appraisers were read. Supervisor Anderson would like to dig at the school to see if an underground tank is still there. Solicitor Sharon Myers will write a letter to Dover School District asking permission to test dig for the underground fuel tank. She did forward test results to the District and the Realtor. Supervisor Ralph McGregor made a motion to table the appraiser’s quotes until next month. Supervisor Harlen Anderson, Jr. seconded the motion.

New Business:

The Supervisors set the 2019 Reorganizational Meeting for January 7, 2019 at 3:30 P.M. Supervisor Ralph McGregor made a motion to have the date advertised in the paper. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Ralph McGregor made a motion to adopt Resolution 2018-09 setting the 2019 Per Capita, Reality Transfer and Real Estate Taxes at the same rate as last year and as read. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read a letter from Julia Drebushenko offering her services as Animal Control Officer for Washington Township. None of the Supervisors were interest in hiring her.

Supervisor Ralph McGregor stated they are looking for volunteers to serve on the Planning Commission Board and the Zoning Hearing Board. Anyone interested please contact a Supervisor.

Solicitor’s Report:

Solicitor Sharon Myers stated to reaffirm the appointment of the Independent Auditor at the Reorganizational meeting. She also reported that after last months meeting she had contact from the Miller’s Attorney in regards to the letter that was written. He was quite rude but did state that the wording was not the reason the Consortium was not chosen for a permit application.

Supervisor Dan McGregor made a motion to pay bills out of the General Funds Account totaling $4,558.34 and the State Account totaling $2,298.44. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:08 P.M. Supervisor Ralph McGregor seconded the motion.
