The Washington Township Board of Supervisor’s met at the Municipal Building on January 21, 2019.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read.

Supervisor Dan McGregor made a motion to approve the minutes as read.

Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read and approved by Supervisor Dan McGregor to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor gave the following reports. For the month of December, Geisinger EMS responded to 2 calls in Washington Township. Northern York County Fire Rescue EMS responded to 32 calls total with 2 in the township. Wellsville Fire Company responded to 33 calls for the month, 3 were in the township. They had a total of 355 calls for the year and 22 were in the township. East Berlin Fire Company responded to 20 calls total for the month with 2 in the township. Their year end total was 321 calls and 37 were in the township. The ambulance responded to 80 calls total for the month and 9 were in the township. Year to date the ambulance responded to 977 calls with 88 of those in the township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

The traffic study for Bentz Mill Rd performed by TRG was received. It recommended a 35 mph speed limit. Solicitor Sharon Myers will advertise for an ordinance setting the speed limit. The ordinance will be ready for adoption at February’s meeting.

Solicitor Myers has heard back from Dover School District on permission for Twp. to check for an underground fuel tank. She will have a letter of understanding written for the Township and School District to sign. Supervisor Ralph McGregor requested documentation from the school proving when the tank was removed in response to their statement saying the tank was removed.

Supervisor Ralph McGregor made a motion to remove the appraisal issue of the school that was tabled from last month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Ralph McGregor suggested having a company work up a price to build a building in comparison to the school and the cost to purchase land.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to exonerate the Tax Collector from collecting unpaid per capita taxes for 2018. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2019-01, Fee Schedule for 2019.

Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise for bids for CRS-2 emulsions for pickup. Supervisor Ralph McGregor seconded the motion. Bids should be received in the office by 3:00 P.M. on Monday, February 18 and opened that night at the Board of Supervisors meeting.

Solicitor’s Report:

Solicitor Sharon Myers informed Supervisors of the 2019 bid limits for purchases. Purchases or Contracts over $20,600 require advertisements, over $11,100 to $20,600 require three written or telephone quotes.

She also informed Supervisors of the PA Open Records updated Fee Schedule. The Township has already included these in their new fee schedule.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $7,254.14 and the State Account totaling $968.93. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:58 P.M. Supervisor Ralph McGregor seconded the motion.
