The Washington Township Board of Supervisor’s met at the Municipal Building on October 15, 2018.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Ralph McGregor made a motion to approve the September minutes as read. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Harlen Anderson Jr seconded the motion.

Supervisor Dan McGregor read the following reports. Holy Spirit EMS was called to 7 calls for the month of September in Washington Township. 3 of the calls were missed calls. Northern York County Fire Rescue EMS responded to 48 calls, 4 were in the township. East Berlin Fire Company responded to 32 calls, 3 were in the township. The ambulance responded to 77 calls with 12 calls in the township. There was no report from Wellsville Fire Company.

Subdivision Plans:

Clark Crammer presented subdivision plans for Michael Melhorn on Pine Ridge Rd and Davidsburg Road. The plan is to refigure 3 lots with one lot being a proposed new building lot. Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Sewage Waiver and Non Building Declaration and approve the plans as presented. Supervisor Dan McGregor seconded the motion.

Business from the Floor:

State Police Cpl. Benjamin Eaken was present to report on police activity in Washington Township, May through September. They had a total of 191 calls with 23 of those calls being for traffic accidents. His best advice is to notify State Police when an incident happens so they are aware of the situation.

Jill Rohrbaugh with Architecture Workshop Inc. was present to ask Supervisors their interpretation of the Zoning for 25 Grove Lane. Trail Nursery is the current owner of this property which is 33 acres containing numerous greenhouses. Cansortium Health Partners is interested in purchasing the property with the intent to grow and process medical marijuana for research purposes. The State of Pennsylvania does recognize this as an agricultural use. They described all the strict requirements from the State including 8’ high fence with razor wire at the top, 24 hour guards with lights and security cameras and FBI background checks on all employees. Several residents asked questions and expressed their objections. This intended use was presented to the Planning Commission and approved as presented to them following the Township’s Zoning Ordinance. The next step was to present the information to the Board of Supervisors.

After numerous comments and discussions, Supervisor Ralph McGregor made a motion to authorize and approved the zoning use per the Township’s Zoning Ordinances. Supervisor Harlen Anderson, Jr. seconded the motion. Acting Township Solicitor Evan Gabel will draft the letter needed showing zoning approval from the Township for the Cansortium.

Old Business:

Supervisor Dan McGregor reported on the 2019 Budget. There are no plans for any major projects other than to resurface Detters Mill Rd. Supervisor Harlen Anderson, Jr. stated taxes will remain the same. Supervisor Dan McGregor made a motion to have the Secretary advertise the proposed budget. Supervisor Harlen Anderson, Jr. seconded the motion. The budget will be voted on at November’s meeting.

New Business:

Supervisor Ralph McGregor made a motion to have the Secretary advertise to appoint a certified public accounting firm to perform the 2018 audit, replacing the elected Auditors at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to renew the 2018-2019 York County SPCA Agreement at the same cost as last year of $1,337.00. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to renew the 2018-2019 membership for Hanover Area Chamber of Commerce. Supervisor Ralph McGregor seconded the motion.

Solicitor’s Report:

Solicitor Evan Gabel was substituting for Sharon Myers. He had nothing additional to comment on.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $12,913.27 and the State Account totaling $3,549.48 Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:46 P. M. Supervisor Ralph McGregor seconded the motion.
