The Washington Township Board of Supervisor’s met at the Municipal Building on April 16, 2018.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the March minutes as read. Supervisor Ralph McGregor seconded the motion

The Treasurer’s report was read and approved by Supervisor Ralph McGregor to be filed for audit.

Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Northern York County Fire Rescue EMS responded to 40 calls for the month of March and 3 calls were in the township. Wellsville Fire Company responded to 20 calls for the month and 2 calls were in Washington Township. East Berlin Fire Company responded to 23 calls total with 3 in the township. The ambulance responded to 74 calls in February and 8 were in the township. For the month of March they responded to 81 calls and 4 were in the township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

State Police Corporal Nicholas Mantione was present to give a report of Washington Township. For the past three months State Police responded to 62 calls but none were serious crimes. Vehicle accidents, debris on the roadway, domestic disputes and identity thief were what they mostly responded to. He explained that on most days a trooper is in the area 16 hours per day. He said Washington Township is one off the safest communities around.

Old Business:

Supervisor Dan McGregor reminded residents of Spring Clean-up on April 25, 26, 8:00-4:30 and 27 8:00-12:00.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2018-02, the procedures for retention of records and emails. Supervisor Dan McGregor seconded the motion.

New Business:

Supervisor Dan McGregor informed residents of the June 1st deadline for Ag Security Applications to be turned into the Township Office.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2018-03, amendments for the Township’s Employees’ Pension Plan clarifying compensation and distribution. Supervisor Ralph McGregor seconded the motion.

Supervisors Dan McGregor and Harlen Anderson, Jr. recognized Supervisor Ralph McGregor for his completion of the PSATS 2018 Boot Camp for newly elected Supervisors.

Solicitor’s Report:

Solicitor Sharon Myers called for an executive session after the meeting to discuss the purchase of a property. She is still waiting for further updates on the SALDO and the Zoning Ordinances.

At 8:00 Supervisor Dan McGregor opened bids as advertised. Supervisor Harlen Anderson, Jr. made a motion to award Edris Oils for various fuels at the fluctuating price. Supervisor Dan McGregor seconded the motion. Edris was the only bidder for fuels. Bids from Vulcan and York Building Products were received for assorted stones. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Vulcan. Supervisor Ralph McGregor seconded the motion. Two bids were submitted for the delivery and distribution of E-3 Emulsion and E-3M Emulsion. They were from Hammaker East and Wilson Paving. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Hammaker East. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $ 9,444.12 and the State Account totaling $ 4254.00. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:18 P.M. Supervisor Ralph McGregor seconded the motion.
