The Washington Township Board of Supervisor’s met at the Municipal Building on November 19, 2012.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 110 calls for the month of October with 4 in Washington Township. Franklintown Fire Company responded to 41 calls for the month with 2 calls in the township. Wellsville Fire Company responded to 16 calls for the month with 2 in the township. East Berlin Fire Company report was for September with 14 calls for the month with 1 in the township. The ambulance reported 61 calls with 5 in the township.

Subdivision Plans:

There was no subdivision plans presented.

Business from the Floor:

Resident Robert Kinney of 178 Barrens Valley Rd asked the Supervisors what he needs to do to change his current location to Warrington Township. He stated the majority of his property is in Warrington Township, his buildings are in Warrington Township and his bedroom is in Warrington Township. Therefore he wants his taxes to go to Warrington Township and to be part of the Northern York County School District. After some discussion and reviewing a map he showed to the Supervisors, Supervisor Harlen Anderson, Jr. informed Mr. Kinney that they will research the issue and contact him with their findings.

Resident Caroll Myers thanked the Supervisors for the additional Stop Sign they placed on Ridge Road near Kralltown Rd. She also asked why they give money to East Berlin Senior Center and not Dillsburg.

Supervisor Harlen Anderson, Jr. stated he would not have a problem giving them money, but would like to see some demographics for the center and the township.

Old Business:

Supervisor Jeff Propps reported the updated zoning ordinances are still being reviewed by the Solicitor. Supervisor Dan McGregor reported on the 2013 proposed budget with no tax increase. The State Budge does show a slight shortage of income vs. expense, but there is currently a good surplus in the account to cover next year’s shortage. Supervisor Jeff Propps made a motion to adopt the budget and Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Jeff Propps made a motion to adopt Resolution 2012-04 to appoint Smith Elliot Kearns & Company as the certified public accountant to replace the elected auditors to perform the 2012 audit. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to sign the agreement with Smith Elliot Kearns & Company. Supervisor Jeff Propps seconded the motion.

New Business:

Supervisor Jeff Propps made a motion to sign the Fire Company Agreements for 2013, noting the change to East Berlin’s agreement for workmen’s comp based on actual calls not population. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Leeann Miller, representative for Solicitor Sharon Myers, reported that Sharon is still reviewing the draft of the updated Zoning Ordinances, which are quite lengthy. Also she reported in regards to Martin Metal Works meeting, no date has been set yet due to the hospitalization of Solicitor Neubaum.

Supervisor Jeff Propps made a motion to pay the bills as presented. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 8:04 P.M. Supervisor Dan McGregor seconded the motion.
