The Washington Township Board of Supervisor’s met at the Municipal Building on April 20, 2015.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 131 calls for the months of March, 3 of the calls were in Washington Township. Franklintown Fire Company responded to 42 calls for the month with 3 calls in the township. East Berlin Fire Company responded to 23 calls total with 5 in the township. The ambulance responded to 72 calls in March and 12 were in the township. There was no report from Wellsville Fire Company.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

Solicitor Sharon Myers reiterated her opinion on the possible subdivision of the Kauffman Farm at 43 Bermudian Church Rd. Her legal opinion is they have one building right with road frontage or at least three rights with a cul-de-sac based on the Township’s current ordinances. There are some conflicting sections in the ordinances and when something is not clear the law normally favors that of the property owner. The Supervisors spent a lot of time in the past month reviewing the information and are all in favor of allowing them to begin the process to subdivide the farm, allowing two of the grandchildren to keep the farm in the family. Planning Commissioner Caroll Myers expressed her disagreement.

Supervisor Dan McGregor reminded residents of Spring Clean-up this Wednesday, Thursday and Friday.

Supervisor McGregor also reported that the Supervisors did not make any changes to Box Calls submitted by Dillsburg EMS for ambulance service but did make some changes to Medic Units as requested.

New Business:

Supervisor Dan McGregor informed residents of the June 1st deadline for Ag Security Applications to be turned into the Township Office.

Supervisor Dan McGregor made a motion to have the Secretary advertise for the paving of Pine Ridge Rd. Supervisor Jeff Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing else to report.

At 8:00 Supervisor Dan McGregor opened bids as advertised from Vulcan and York Building Products for assorted stones. Supervisor Harlen Anderson, Jr. made a motion to award the bid to York Building Products. Supervisor Jeff Propps seconded the motion. Three bids were submitted for the delivery and distribution of E-3 Emulsion. They were from Hammaker East, Stewart & Tate and Wilson Paving. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Stewart & Tate. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to award Speciality Emulsions Inc, the only bid for E-3 picked up. Supervisor Jeff Propps seconded the motion. No bids were received for various fuels.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $ 6,319.68 and the State Account totaling $ 5,683.96. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps Dan McGregor made a motion to adjourn the meeting at 8:08 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
