The Washington Township Board of Supervisor’s met at the Municipal Building on October 19, 2015.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 125 calls for the month of September with 5 calls in Washington Township. Wellsville Fire Company responded to 9 calls total with 1 in the Washington Township. East Berlin Fire Company responded to 23 calls and 4 were in the township. The ambulance responded to 67 calls with 6 calls in the township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Resident John Peters asked the Supervisors to please make one more attempt to contact the County in regards to moving the bridge away from his property. He can not understand why they can’t move the bridge 4’ towards the barn, away from his house. If the Township ever widens the road they will be against his wall to line up with the bridge.

Old Business:

Supervisor Dan McGregor reported the 2016 Budget is available for inspection. Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise the proposed budget. Supervisor Jeff Propps seconded the motion. The budget will be voted on at November’s meeting.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise to appoint a certified public accounting firm to perform the 2015 audit, replacing the elected Auditors. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to renew and sign the agreement for Mary Coble as QuickBooks Consultant. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to renew the 2016 York County SPCA Agreement at the same cost as last year of $1,337.00. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers reported the Supervisors have reviewed the model Floodplain Ordinance and choose options available to update the Ordinance. Supervisor Dan McGregor made a motion for the Solicitor to submit the updated Ordinance to DCED and if approved advertise the Ordinance for the next meeting. Supervisor Jeff Propps seconded the motion.

Solicitor Sharon Myers also presented an updated Reality Transfer Tax Ordinance as requested by County to be in compliance with State and County requirements. Supervisor Harlen Anderson, Jr. made a motion to have the Solicitor advertise the Ordinance. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor informed residents of new technology program called Smart911 that the County Commissioners have approve for the 911 Center. East Berlin Assistant Fire Chief Cory Lease helped to explain how Smart911 works. Information sheets were passed out to residents explaining this program.

Supervisor Jeff Propps made a motion to pay the bills out of the General Funds Account totaling $13,481.11 and the State Account totaling $ 19,904.16. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 7:53 P. M. Supervisor Harlen Anderson, Jr. seconded the motion.
