The Washington Township Board of Supervisor’s met at the Municipal Building on July 19, 2021.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M.

Supervisor Dan McGregor made a motion to approve the June minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Life Lion EMS responded to 140 calls for the month of June,10 were in Washington Township. Northern York County Fire Rescue EMS responded to 41 calls, 6 were in the Township. Wellsville Fire Company responded to 25 calls, 4 were in the Township. Northeast Adams Fire & EMS responded to 28 calls for the month, 3 were in the Township. The Ambulance responded to 96 calls and 2 were in the Township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Resident Christy Stermer read a timeline of events concerning her issues with boarding horses, since she was contacted by the Zoning Officer. The Planning Commission could not agree on interpretation of the Zoning Ordinances and advised her to attend the Supervisors meeting. After a discussion, the Supervisors agreed to amend the ordinances to allow the boarding of horses with some stipulations, without going through a zoning hearing. Attorney Myers will write an amendment for the Planning Commission to review.

Attorney Suzanne Griest was present for guidance as requested by the Planning Commission. She is executor for Margret Yost on Blue Hill School Rd. She had subdivision plans from 1996 for a lot to be subdivided for Margret’s daughter Joan Groscost. Two dwellings are on this parcel. Plans were not officially approved. Solicitor Myers is concerned that York County Planning may have an issue due to the length of time. Attorney Griest will check with them. The Supervisors main concern is the sewage systems. Attorney Griest stated she did contact the Township’s SEO Officer to come out and check both systems. No further action will be taken until these two issues are answered. She also stated that a new well will be dug for Margret’s house.

Old Business:

There was no old business.

New Business:

Supervisor Dan McGregor reminded residents they need to make sure they inform their employers of the new PSD Code 670708 for Earned Income Tax. This is required due to the change from Dover School District to Northern School District.

Supervisor Ralph McGregor made a motion to set the Fall Clean-Up Dates as follows; Thursday September 30th from 8:00 until 3:30 and Saturday October 2nd from 8:00 until 12:00. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the Fire Protection Agreement with Wellsville Fire Company. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor made a motion to adopt Resolution 2021-03 Corporate Authorization for ACNB. Supervisor Harlen Anderson, Jr. seconded the motion. This resolution updates the signatures on Resolution 2021-02.

Supervisor Dan McGregor made a motion to purchase a new dump truck that was budgeted two years ago but was never purchased. Supervisor Harlen Anderson, Jr. seconded the motion. They are in the process of getting prices at this time. Wherever they get the truck they were told that delivery will not be until next year sometime.

Supervisor Ralph McGregor wanted to recognize the changeover for Washington Township from Dover School District to Northern York County School District effective as of July 1st 2021. He explained the events that led up to the changeover including the petition with over 1,400 resident’s signatures. Educational performances were always the number reason for the change. An extra bonus was the significant savings in taxes.

Solicitor’s Report:

Solicitor, Sharon Myers asked if the Planning Commission has reviewed the CAP & COM processes.

She needs to write an amendment for the SALDO including these.

She asked the supervisors to adopt Resolution 2021-04. This is to receive and adopt the current budget for the ARP money. Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2021-04. Supervisor Ralph McGregor seconded the motion.

She also reminded the Supervisors of amendments recently passed to the Sunshine Act, which include posting meeting agendas on the Township’s website, 24 hours prior to the meeting.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $ 19,992.31 and the State Account totaling $ 12,731.26. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:18 P.M. Supervisor Dan McGregor seconded the motion.
