The Washington Township Board of Supervisor’s met at the Municipal Building on March 16, 2015.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 118 calls for the month of February with none in Washington Township. Wellsville Fire Company responded to 13 calls with none in the township. There was no report from Franklintown Fire Company or East Berlin Fire Company.

Subdivision Plans:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Non-Building waiver for reverse subdivision plans for U.S. Bank National Ass., for the property at 1014 Pondtown Rd, Dillsburg. Supervisor Jeff Propps seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the reverse subdivision for 1014 Pondtown Rd. as presented. Supervisor Dan McGregor seconded the motion. The plans will clarify ownership of Lot’s 3 & 4. There are no remaining building rights with either lot.

Craig Hoffheins presented a plan to the Supervisors for a subdivision of the Kauffman Farm at 43 Bermudian Church Rd, East Berlin. The subdivision would allow two family members to keep the farm. Planning Commission Member Caroll Myers and Township Solicitor Sharon Myers had a discussion on the interpretation of building rights and tracts. Caroll feels they already received one more building right than allowed and Sharon’s legal opinion is they have one building right with road frontage or three rights with a cul-de-sac. Supervisor Harlen Anderson, Jr. said the Supervisors will review the information before next months’ meeting.

Business from the Floor:

Planning Commission Member Tina Gleim wanted it known she does not agree with Solicitor Myers’s opinion on building rights with regards to tracts and the Township’s current Ordinances.

Corporal Ralph Maiolino with PA State Police gave a report on the crime statistics in Washington Township so far for this year. His main advice for residents is to report suspicious vehicles in your community and keep your vehicle doors locked when parked outside.

Old Business:

Supervisor Dan McGregor reminded residents that Spring Clean-Up will be Wednesday and Thursday April 22 & 23 from 8:00 A.M. until 4:30 P.M. and Friday April 24, 8:00 until 12:00.

The Supervisors still want more time reviewing the call box changes that Dillsburg EMS submitted last month. Traci Cook informed the Supervisors they are waiting on the Townships’ decision before mailing out their membership letters.

New Business:

Supervisor Jeff Propps made a motion to have the Secretary advertise for bids for various stones, road oils and fuel that will be opened at next months’ meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to adopt Resolution 2015-01, updating fees for the Stormwater Ordinance. Supervisor Harlen Anderson, Jr. seconded the motion. The fee cost will remain the same, but residents will now be billed directly from the Township’s Engineer and make payment to the Engineer.

Supervisor Dan McGregor informed the residents of a free tire disposal program through the York County Solid Waste Authority, now through April 22. Pre-registration is required.

Solicitor’s Report:

Solicitor Sharon Myers had nothing else to report other than to comment on her research for the Kauffman Farm subdivision, which included actual deed information rather than the County’s Tax Assessment Maps.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $2,768.74 and the State Account totaling $6,842.69. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:16 P.M. Supervisor Jeff Propps seconded the motion.
