The Washington Township Board of Supervisor’s met at the Municipal Building on September 21, 2015.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 148 calls for the month of August, 6 calls were in Washington Township. Franklintown Fire Company responded to 31 calls for the month with 2 calls in the township. Wellsville Fire Company responded to 18 calls with 5 in the township. East Berlin Fire Company responded to 13 calls, 2 were in the township. The ambulance responded to 66 calls with 8 in Washington Township. Cory Lease, Assistant Fire Chief reported on the meeting at East Berlin Fire Company to inform residents the need for volunteers. Only 6 people attended the meeting. He thanked the Supervisors for the Township’s donation but he informed them that the Fire Company was in the red last year and it is uncertain how long they can continue to operate like that.

Subdivision Plans:

Supervisor Jeff Propps made a motion to have the Secretary sign the Sewage Planning Module Exemption for the Kaufman Subdivision plans. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to approve the Subdivision Plans as presented pending accurate information from Gordon Brown’s office on the need for DEP comments. Supervisor Jeff Propps seconded the motion.

Business from the Floor:

Resident John Peters attended Dover Area School Board meeting when the sale of Kralltown Elementary School was discussed. He asked how it is zoned and what uses would be allowed. Supervisor Propps stated most likely a Zoning Hearing would be necessary for any use. He also reported no new news on the bridge project at his property at this time.

Old Business:

Supervisor Dan McGregor reminded residents of Fall Clean-up scheduled for September 30 & October 1, from 8:00A.M. until 3:30 P.M.

Supervisor Harlen Anderson, Jr. reported that York County Planning will not do the traffic study for Pine Ridge Rd as requested. Solicitor Sharon Myers suggested contacting the Township’s Engineer.

New Business:

The date for the Budget Preparation meeting was set for Tuesday October 6, at 9:00 A.M. The Secretary will advertise the meeting in the paper.

Supervisor Harlen Anderson, Jr. made a motion to renew the Hanover Area Chamber of Commerce Membership for 2015-2016. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to attend the York County Association of Townships Convention on November 12, at Heritage Hills. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers reported that due to the State Budget not being passed yet, the person at DCED is not reviewing Floodplain Ordinances. She provided each Supervisor with a model ordinance from DCED for review. The Supervisors will meet with the Solicitor before next month’s meeting to comment on the model ordinance.

Supervisor Jeff Propps made a motion to pay the bills out of the General Funds Account totaling $ 5,850.89 and the State Account totaling $ 10,759.77. Supervisor Dan McGregor seconded the motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 8:15 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
