The Washington Township Board of Supervisor’s met at the Municipal Building on January 18, 2016.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor gave the following reports. For the month of December, Dillsburg EMS responded to 141 calls total with 5 calls in Washington Township. Wellsville Fire Company responded to 20 calls with 4 in the township. East Berlin Fire Company responded to 15 calls total with 3 in the township and the ambulance responded to 68 calls total and 6 were in the township. Franklintown Fire Chief, Mike Whitzel reported they responded to 19 calls for the month and 2 calls were in Washington Township. He presented the Supervisors with information concerning the replacement of their 1993 Tanker, which failed its pumping test. He gave several options and asked if the Supervisors could make a financial commitment. Franklin Township Supervisors Mike Ryan was also present and asked the Supervisors for their support. The Supervisors would like time to review the options.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

Resident Sam Kreider was present to ask how many building rights remain with the Bordner property on Baltimore Pike and Davidsburg Rd. He attended the Planning Commission meeting last week and was advised to come to the Supervisor’s Meeting because of conflicting information. He had a copy of a surveyor’s plan which he showed the Supervisors. Supervisor Harlen Anderson, Jr. asked if he could leave the plan for them to review and they will do some research and get back to him.

Resident Dennis Hallisey of 95 Barrens Church Rd expressed his concerns for the intersection at Barrens Church Rd and Mt Top Rd. He feels the banks should be cut to allow better sight distance, signs installed for an intersection ahead and a larger mirror. He stated he can get signs made at no cost to the township. Supervisor Anderson informed him a larger mirror was ordered to replace the vandalized one. They will look into the matter.

Resident Ralph McGregor, who is a member of the Washington Township Education Coalition updated residents on the Coalition’s appeal for the State to reconsider their decision not allowing Washington Township to become a part of Northern School District.

Franklin Township resident, Dawn Keefer, introduced herself to the residents. She is running for the 92nd State House District seat.

Old Business:

Supervisor Jeff Propps made a motion to adopted Ordinance 2016-01 as advertised; establishing a maximum Speed Limit on Pine Ridge Rd. Supervisor Harlen Anderson, Jr. seconded the motion.

New Business:

Supervisor Jeff Propps made a motion to exonerate the Tax Collector from collecting unpaid per capita taxes for 2015. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Jeff Propps made a motion to adopt Resolution 2016-01, amending and restating the Township’s Pension Plan. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report.

Supervisor Jeff Propps made a motion to pay the bills out of the General Funds Account totaling $3,629.04 and the State Account totaling $3,910.15. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:21 P.M. Supervisor Jeff Propps seconded the motion.
