The Washington Township Board of Supervisor’s met at the Municipal Building on September 19, 2016.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 150 calls for the month of August, 6 calls were in Washington Township. Franklintown Fire Company responded to 35 calls for the month with 2 calls in the township. Wellsville Fire Company responded to 19 calls with 2 in the township. East Berlin Fire Company responded to 22 calls, 1 was in the township. The ambulance responded to 86 calls with 11 in Washington Township. Supervisor McGregor also informed residents that Medic 51 from Hanover Hospital is now stationed at the East Berlin Fire Company.

Subdivision Plans:

Surveyor Todd Lyons presented plans for the Pakenhams. There property is located at Pine Woods Road, Parcel KD-21. They are subdividing 2- 11 acre lots with road frontage from the 75 acre parcel. Plans do show that there are no more remaining building rights with this subdivision and the location of Perc & Probe sites. Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the DEP Planning Exemption Module. Supervisor Jeff Propps seconded the motion. No further actions until comments are received from County and DEP.

Business from the Floor:

Resident Caroll Myers asked about the bridge closure on Kralltown Road at Doe Run. Supervisor Dan McGregor stated it will close October 3 for approximately 2 months.

Old Business:

Supervisor Dan McGregor made a motion to close the meeting at 7:45 P.M. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor McGregor made a motion to open the Hearing for Ordinance 2016-02, revising definitions and sections for the Zoning Ordinances regarding Transfer of Building Rights and Echo Housing, also Ordinance 2016-03 amending definitions for Lot, Parent Tract and Road Frontage Building Rights in the SALDO. Supervisor Anderson seconded the motion. Comments were taken from the audience and explanations from the Solicitor and Supervisor Propps were given. Supervisor Harlen Anderson, Jr. stated that he wanted to add to the Transfer of Building Rights that it can not include a panhandle/flag lot. He also stated that if they find a problem with this ordinance, they may need to change it when the complete ordinance updates are done. Supervisor Harlen Anderson, Jr. made a motion to adopt both ordinances adding the change to not allow a panhandle/flag lot. Supervisor Jeff Propps seconded the motion.

Solicitor Sharon Myers presented Transfer Documents to go with Ordinance 2016-02. These documents will need to be recorded at the Court House when there is a transfer. Supervisor Harlen Anderson, Jr. made a motion to approve the documents. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor made a motion to close the hearing meeting at 8:01 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor reopened the regular meeting and reminded residents of Fall Clean-up on October 5th & 6th.

New Business:

The date for the Budget Preparation meeting was set for Tuesday October 11th, at 9:00 A.M. Supervisor Dan McGregor made a motion to have the Secretary advertise the meeting in the paper. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to renew the Hanover Area Chamber of Commerce Membership for 2016-2017. Supervisor Jeff Propps seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to attend the York County Association of Townships Convention on November 10, at Heritage Hills. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to renew and sign the agreement for Mary Coble, Quick Books Consultant. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2016-06 to Opt-Out of the Development of the York County Regional Pollutant Reduction Plan. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to have the Solicitor advertise for the Township’s 7 Year review of the Ag Security Program with new additions and changes. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to discuss.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling

$ 8,465.63 and the State Account totaling $ 7,370.11. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 8:22 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
