The Washington Township Board of Supervisor’s met at the Municipal Building on November 21, 2016. Supervisor Dan McGregor and Harlen Anderson, Jr. were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 164 calls for the month of October with 5 calls in Washington Township. Franklintown Fire Company provided the first combined report for Citizens’ Hose Co & Franklintown/Community Fire Co. In October they responded to 44 calls and there were none in the township. Wellsville Fire Company responded to 23 calls for the month with 2 in the township. East Berlin Fire Company responded to 23 calls, 2 were in the township. The ambulance responded to 86 calls total and 8 were in Washington Township

Subdivision Plans:

Supervisor Harlen Anderson, Jr. made a motion to sign the subdivision plans for Gerald Myers as presented.
Supervisor Dan McGregor seconded the motion.

Surveyor Todd Lyons presented the plans for Pakenhams showing items that YCPC had commented on. The Plans look correct and need Washington Township Planning Commission’s approval.

Supervisor McGregor informed residents that beginning January 1, 2017 YCPC encourages the electronic submission for land development and subdivision in conjunction with the usual hard copy.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt the 2017 Budget as presented. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to appoint and sign the contract agreement to hire Smith Elliot Kearns and Co. to perform the 2016 Audit, replacing the elected auditor. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor closed the regular meeting and made a motion to open the Ag Security Hearing at 7:50 P.M. Supervisor Harlen Anderson, Jr. seconded the motion. Solicitor Evan Gabel conducted the hearing. No comments were made from the residents present. CGA Law Firm will file the new information at York County Courthouse. Supervisor Dan McGregor made a motion to close the hearing at 7:53. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Dan McGregor made a motion to reopen the regular meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor reminded residents of the coupon for the Festival of Lights at Rocky Ridge Park.

It is available on the website or in the Township Office.

New Business:

Supervisor Dan McGregor informed residents of the new hours for the York County Electronics Recycling. They are Tuesday, Wednesday and Thursday from 1:30-4:30 at the contractor parking area on Black Bridge Rd.

He also read a statement from First Energy warning resident of door-to-door solicitors claiming to be affiliated with the utility company. Please do not let them in your home or show them your utility bills, they can be scam artists.

Supervisor Dan McGregor congratulated Supervisor Harlen Anderson, Jr. on receiving a 25 year award as supervisor, at the York County 2nd Class Township Convention that was held November 10th, at Heritage Hills.

Supervisor McGregor expressed his concern that someone placed a cigarette butt in the men’s restroom trash can on Election Day. It was found the next morning when the trash was emptied. A small portion of a paper towel was burned. Also cigarette butts were found near the fuel pumps.

Solicitor’s Report:

Substitute Solicitor Evan Gabel had nothing additional to add other than the township is currently working on ordinance updates.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling

$12.582.53 and the State Account totaling $ 4,432.64. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:59 P. M. Supervisor Dan McGregor seconded the motion.
