The Washington Township Board of Supervisor’s met at the Municipal Building on August 21, 2017

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 174 calls for the month of July, 3 calls were in Washington Township. Northern York County Fire Rescue EMS responded to 36 calls for the month, 1 was in the township. Wellsville Fire Company report for June had 25 calls for the month, 3 were in the township. July they responded to 25 calls with 2 in the township. East Berlin responded to 30 calls in July, 4 were in the township. The ambulance responded to 87 calls, 3 were in the township.

Subdivision Plans:

Surveyor Clark Craumer presented final plans for Musser/Trostle Subdivision. Changes were made on plans to show correct building rights, as requested by the Planning Commission. One (1) right remains with Lot 1 and none remain with Lot 3. Supervisor Harlen Anderson, Jr made a motion to approve the plans as presented. Supervisor Jeff Propps seconded the motion.

Mr. Craumer also presented a Land Development plan for Richard Jones in Reading Township, Adams County. His plan is for a 60’ x 80’ agricultural building. Since a small portion of this land is in Washington Township, they requested a letter from the Supervisors confirming their review of the plans. No portion of the building will be in Washington Township and a signed letter was supplied.

Surveyor Todd Lyons and Eric Clauser, property owner of 1826 Baltimore Pike, asked for guidance on a stand alone building for a body shop. Solicitor Sharon Myers stated he would need to apply for a Special Exception as per Section #418 expansion of a use. Also section #303 c and section #604.

Business from the Floor:

Ed Shupp asked questions in regards to a kennel. He is interested in purchasing 81 Smith Rd and putting in 10 dog runs. He raises bird dogs as a hobby. Solicitor Sharon Myers stated as long as it is a hobby, no special requirements or permits are needed. If this becomes a business he will need to come back to Township for a Special Exception.

John Shreve, owner of Foot Light Ranch, was present with a perspective buyer. The buyer is interested in purchasing the property and restoring it and including a seasonal campground. Supervisor Harlen Anderson, Jr said he needs to present a sketch plan of what does exist, including permits and what they are proposing. They should present that at the next Planning Commission Meeting.

Old Business:

Several residents asked questions regarding the possible change of EMS service from Dillsburg to West Shore/Holy Spirit. After the discussion, Supervisor Harlen Anderson, Jr. made a motion to change to West Shore/Holy Spirit EMS. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor reminded residents of the mural dedication on Sunday, August 27^th at 2:00 P.M. Also Fall Clean Up on October 4^th & 5^th from 8:00 A.M. until 3:30 P.M.

New Business:

Supervisor Dan McGregor made a motion to confirm their action to put parcel JD-35D back on the tax rolls. Supervisor Harlen Anderson, Jr. seconded the motion. Solicitor Sharon Myers stated this must have been a mistake by the Mapping Department years ago because this was to be an add on, not a separate parcel. There should be no building right with this parcel.

Supervisor Dan McGregor present bid information for the purchase of a new International Truck chassis in accordance with Costars purchasing contract information. Supervisor Harlen Anderson, Jr. made a motion to buy the truck chassis through Five Star International at a cost of $83,495.00 and the truck bed through Lancaster Truck Bodies for $38,025.00. Supervisor Jeff Propps seconded the motion. The purchase will be paid using State Funds.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to add.

Supervisor Dan McGregor wanted to add one additional comment. He has documentation that both bridges on RT 194 were not to be done at the same time. This action by Penn Dot will cost the Township over $10,000.00 to repair Shippensburg Rd. because people used that road for a detour instead of the designated detour. Currently there are two State bridges and 3 County bridges closed in Washington Township. He contacted the State Representative about the burden this has put on the Township with no response. He is frustrated how Penn Dot is never held accountable or responsible for their actions.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $7,698.05 and the State Account totaling $10,102.93. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to adjourn the meeting at 8:55 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
