The Washington Township Board of Supervisor’s met at the Municipal Building on February 18, 2019.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the minutes as read.

Supervisor Ralph McGregor seconded the motion.

The Treasurer’s report was read and Supervisor Dan McGregor made a motion to approved the report as read and file for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Northern York County Fire Rescue EMS responded to 39 calls for the month of January and 2 calls were in the Township. Northeast Adams Fire & EMS responded to 34 calls and 6 were in the Township. The ambulance responded to 85 calls and 8 were in the Township.

Subdivision Plans:

There were no subdivision plans.

Business from the Floor:

Resident Helen Shoemaker asked if residents could be notified when farmers are going to spray fields, which are close to a resident’s home. Supervisor Anderson will check to see if farmers could notify the Township and then the Township could notify residents.

Resident Jim Lehman questioned the Supervisors on the Stormwater Ordinance and the fees. Supervisor Harlen Anderson, Jr. said they will revisit the requirements for structures under 1,000 square feet but as for now he will need to comply with current requirements. He also instructed Jim to contact the Engineer about the incorrect fees.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Ordinance 2019-01, setting a 35 MPH speed limit for Bentz Mill Rd. Supervisor Ralph McGregor seconded the motion.

Solicitor Sharon Myers presented the Memorandum of Understanding between the Township and Dover School District, in regards for the Township to test dig for an underground tank at Kralltown Elementary School. Supervisor Harlen Anderson, Jr. made a motion to accept the agreement and Supervisor Ralph McGregor seconded the motion.

At 8:00 P.M. Supervisor Dan McGregor opened two bids that were received for E-3 Emulsions picked-up at the plant. Supervisor Harlen Anderson, Jr. made a motion to accept the bid from Specialty Emulsions at $2.03 per gallon. Supervisor Ralph McGregor seconded the motion. Wilson Paving’s bid was $2.40 per gallon.

New Business:

Supervisor Ralph McGregor made a motion to set the dates for Spring Clean-Up for Wednesday and Thursday, April 24th & 25th from 8:00 A.M. until 4:30 P.M. and Saturday, April 27, 7:00 A.M. until 11: A.M. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to adopt Resolution 2019-02, authorizing Northeast Adams Fire and EMS to participation in the Federal Surplus Property Distribution Program. Supervisor Dan McGregor seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $18,605.66 and the State Account totaling $2,373.09. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8.08 P.M. Supervisor Dan McGregor seconded the motion.
