The Washington Township Board of Supervisor’s met at the Municipal Building on September 16, 2019.

Supervisors Harlen Anderson, Jr. and Ralph McGregor were present.

Vice Chairman Harlen Anderson, Jr. called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Ralph McGregor made a motion to approve the August minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read and approved by Supervisor Ralph McGregor to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. read the following reports. Geisinger EMS responded to 136 calls for the month of August, 4 calls were in Washington Township. Northern York County Fire Rescue EMS responded to 51 calls for the month, 1 was in the Township. Wellsville Fire Company responded to 33 calls for the month of July, I was in the Township. For the month of August they responded to 28 calls, 1 was in the Township. Northeast Adams Fire & EMS responded to 43 calls and 4 were in the Township. The ambulance responded to 122 calls, 10 were in the township.

Subdivision Plans:

Surveyor Mike White presented subdivision plans for Kraybill/Schuchart at 755 & 763 Franklin Church Rd. Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Planning & Non-building waiver. Supervisor Ralph McGregor seconded the motion. Supervisor Ralph McGregor made a motion to approve the plans since all requirements from the Planning Commission were met. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor McGregor explained how building rights should be addressed on plans in the future. Lots subdivided after October 11,1977 may have 3 (three) road frontage lots allowed if they can meet the requirements, the remaining lots must be a cluster development by using a cul-de-sac.

Business from the Floor:

Resident Caroll Myers asked questions pertaining to the Penn Dot Transportation Improvement Program. This is the early stage to get input for future projects.

Old Business:

Supervisor Harlen Anderson, Jr. reminded residents of Fall Clean Up on October 3rd, 4th & 5th.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise the Budget Preparation Meeting for October 8th at 9:00 A.M. Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion adopt Resolution 2019-06 opposing House Bill 103 which would allow structures and buildings on a Nonbuilding Lot without a township’s SALDO compliance. Supervisor Ralph McGregor seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $7,611.21 and the State Account totaling $25,229.74. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr made a motion to adjourn the meeting 7:46 P.M. Supervisor Ralph McGregor seconded the motion.
