The Washington Township Board of Supervisor’s met at the Municipal Building on

December20, 2020.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Dan McGregor made a motion to approve the November Minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to 198 calls total for the month of November, 8 were in Washington Township. Northern York County Fire Rescue EMS responded to 49 calls for the month of November, 4 were in the Township. Wellsville Fire Company responded to 37 calls for the month, none were in the Township. Northeast Adams Fire & EMS responded to 28 calls with 6 in the Township.

Subdivision Plans:

Supervisor Ralph McGregor made a motion to approve the subdivision for Kenneth Hoffman at

834 Franklin Church Rd. as presented. Supervisor Dan McGregor seconded the motion. 1 building right remains with the homestead parcel.

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Non-Building Waivers for Setters and Cocklin for the addition of land to their properties from Hoffman’s subdivision. Supervisor Ralph McGregor seconded the motion.

Business from the Floor:

Corporal Spencer with Pennsylvania State Police was present to give a report on calls in Washington Township. As of date there were 164 calls for the year. He stated Washington Township has one of the least amount of calls in York County. He asked for input on any concerns or issues. Speeding remains one of the biggest issues, especially on Creek Rd, Baltimore Pike, Ruppert Rd and Pine Ridge Rd., which he noted.

Resident Caroll Myers mentioned that the Township should consider adopting a Solar Farm ordinance.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to approve Resolution 2021-07, appointing Smith Elliot Kearns & Company to perform the 2021 Audit, replacing the elected auditors, as advertised. Supervisor Ralph McGregor seconded the motion.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2021-08 setting the 2022 Per Capita, Reality Transfer and Real Estate Taxes at the same rate as last year. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor made a motion to set 2022 Reorganizational Meeting for January 3, 2022 at 3:30 P.M. and have the Secretary advertise the meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers stated the Public hearing for Ordinance 2021-01 needs to be conducted.

Supervisor Dan McGregor made a motion to close the meeting at 7:32 P.M.

Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor called the hearing to order at 7:33 P.M.

Solicitor Myers read the changes being made for Riding Academy or Boarding Stables.

Supervisor Dan McGregor made a motion to close the hearing at 7:35 P.M.

Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor reopened the regular meeting at 7:36 P.M.

Supervisor Dan McGregor made a motion to adopt Ordinance 2021-01.

Supervisor Ralph McGregor seconded the motion.

There was discussion on the Comcast Franchise Agreement and how other municipalities are overseeing their agreements. Solicitor Myers suggested a law firm that specializes in cable agreements be contacted, such as the Cohen Law Group. In 2015, the cost from Cohen’s Group was $3,900.00 for each of the 11 municipalities that form a consortium to audit and renew their franchise agreements. The Supervisors will research further information.

Supervisor Harlen Anderson, Jr. made a motion to pay bills out of the General Funds Account totaling $21,566.98 and the State Account totaling $2,061.86. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to adjourn the meeting at 7:43 P.M.

Supervisor Harlen Anderson, Jr. seconded the motion.
