The Washington Township Board of Supervisor’s met at the Municipal Building on April 18, 2022.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Ralph McGregor made a motion to approve the March minutes as presented. Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 161 dispatches for the month of March. 5 were in Washington Township. 3 were handled by Penn State. Northern York County Fire Rescue EMS responded to 37 calls in March, 0 were in the Township. Wellsville Fire Company responded to 32 calls, 0 were in the Township. Northeast Adams Fire & EMS responded to 35 calls in March, 7 were in the Township.

Wellsville Fire Company President, Sandy Brown, provided the Supervisors with the latest minutes from the Fire Company. She also informed them of the newest fund raiser, which will be a gun raffle held in July.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor reminded residents that Clean-up is scheduled for Wednesday and Thursday, April 27th & 28th from 7-3:30 and Saturday, April 30th from 8-12.

Also, any Ag Security applications are due in the Township Office by June 1st.

Supervisor Dan McGregor made a motion to approve Resolution 2022-03, Setting fees for the Transfer of Building Rights. Supervisor Harlen Anderson, Jr. seconded the motion. An application fee is set at $100.00. All other professional fees including but not limited to

attorney‘s fees and engineering fees are the responsibility of the applicant.

Supervisor Ralph McGregor made a motion to approve Resolution 2022-04, approving the resignation of Tax Collector Jaci Thoman and appointing Dorothy Yost as the new Tax Collector. Supervisor Harlen Anderson, Jr. seconded the motion. Dorothy will serve as Tax Collector July 1, 2022 until January 1, 2024.

New Business:

There was no new business.

At 7:15 bids were opened as advertised. Supervisor Ralph McGregor made a motion to award the bid to Vulcan Construction Materials for various stones. Supervisor Dan McGregor seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Edris Oil Service for various fuels using the fluxuating price based on the Opis Plus Margin. Supervisor Dan McGregor seconded the motion. This was the only bid for fuel. Supervisor Harlen Anderson, Jr made a motion to award the only bid for E-3 Emulsions delivered to Russell Standard. Supervisor Ralph McGregor seconded the motion. Supervisor Harlen Anderson, Jr made a motion to award the only bid for Superpave to York Materials Group. Supervisor Dan McGregor seconded the motion.

Solicitor’s Report:

Solicitor John Wilson was present for Solicitor Sharon Myers. He provided updated information on the importance of the Township creating an ordinance for Solar Farms. He answered numerous questions regarding the information that should be included in the ordinance, such as definitions, zoning description, pollution, and stormwater issues.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $11,804.04 and the State Account totaling $6,560.98. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:50 P.M. Supervisor Dan McGregor seconded the motion.
