The Washington Township Board of Supervisor’s met at the Municipal Building on October 17, 2022.

Supervisors Harlen Anderson and Ralph McGregor were present at the building.

Supervisor Dan McGregor was present via Facetime.

Supervisors Harlen Anderson called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the flag.

Supervisor Ralph McGregor made a motion to approve the September minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson read the following reports. Penn State Health Life Lion EMS responded to 170 calls for the month of September. 3 calls were in Washington Township. Northern York County Fire Rescue EMS responded to 28 calls for the month, there were no calls in the Township. Wellsville Fire Company responded to 22 calls; none were in the Township. Northeast Adams Fire & EMS responded to 31 calls, 2 were in the Township.

Wellsville Fire Company President, Sandy Brown, presented current meeting minutes and upcoming fundraisers; October 22 Gun Dinner, Lucky Number,November 5,Meat Bingo November 19. Northern York County Fire & Rescue, Assistant Chief, Keith Kuykendal stated they are starting their 3rd week of paid drivers. Two drivers work 7:00-5:00

Subdivision Plans:

Surveyor Todd Lyons presented plans for Jesse Stum, Parcels NC-83 & NC-83A for a Reverse Subdivision. Planning Commission requested proposed dwelling location, septic and well be added to plans. Plans need to be signed and notarized before moving forward.

Also, demolition permit and inspection of the demolition by the Supervisors need done prior to next meeting. Filing fee of $450.00 needs paid also.

Jonathon Robinson spoke on be half of Kelsey and Steven Lesh, the new owners of Parcel JD-3. This property is located at 776 Baker’s Watering Trough Rd. He presented a plan to the Supervisors which is a concept plan only. They are proposing an equestrian facility at this location. Several questions were asked and answered including zoning-which is mainly RR, restroom facility indoor-yes there will be one. Number of horses to be stabled-maximum 26. How many parking spaces-18. They will follow all Land development & stormwater requirements as they move forward with their plans.

Business from the Floor:

Property owners of 847 Wellsville Rd., Jared and Carmen Witmer asked what short term rental guidance to follow since there is none listed in the Ordinance. Attorney Evan Gable, substituting for Sharon Myers, told them they would need to apply for a Special Exception, to allow for this use.

Old Business:

Supervisor Harlen Anderson reported that the 2023 proposed Budget is ready for inspection. Supervisor Ralph McGregor made a motion to have the Secretary advertise the budget for inspection. Supervisor Harlen Anderson, Jr. seconded the motion.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise to appoint a certified public accounting firm to perform the 2022 audit, replacing the elected Auditors. Supervisor Ralph McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to approve the Fire Protection Agreement with Northern York County Fire Rescue. Supervisor Harlen Anderson seconded the motion.

Solicitor’s Report:

Solicitor Evan Gable reported that Attorney Sharon Myers is working on several enforcement issues. He had nothing else to discuss.

Supervisor Harlen Anderson made a motion to pay the bills out of the General Funds Account totaling $17,780.85 and the State Account totaling $17,166.40. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:29 P. M. Supervisor Ralph McGregor seconded the motion.
