Washington Township Board of Supervisor’s Meeting

December 19, 2022

The Washington Township Board of Supervisor’s met at the Municipal Building on December 20, 2020.

Supervisors Dan McGregor and Harlen Anderson, Jr. were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the November Minutes as read. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to 192 calls total for the month of November, 6 were in Washington Township. 5 were handle by Penn State. Northern York County Fire Rescue EMS responded to 45 calls for the month of November, 3 were in the Township. Wellsville Fire Company responded to 31 calls for the month, 2 were in the Township. Northeast Adams Fire & EMS responded to 43 calls with 5 in the Township. Wellsville Fire Company President, Sandy Brown, provided the Supervisors with the latest minutes from the Fire Company. Also, the Financial Statement for the year 2021. Northern York County Fire Rescue EMS Assistant Chief, Keith Kuykendal, provided a copy of their 2023 Operating Budget. He also requested a signature for their Box Calls to be reviewed.

Subdivision Plans:

There were no subdivision plans for review.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor made a motion to approve Resolution 2022-07, Act 57 2022 Property Tax Penalty Waiver. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve Resolution 2022-08, appointing Smith Elliot Kearns & Company to perform the 2022 Audit, replacing the elected auditors, as advertised. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor made a motion to close the regular meeting at 7:10 P.M. to conduct the hearing for Ordinance 2022-02, vacating a portion of Lake Rd. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor Sharon Myers asked for comments pertaining to the road closure. There were no objections. The hearing was closed.

Supervisor Dan McGregor reopened the regular meeting. Supervisor Dan McGregor made a motion to adopt Ordinance 2022-02 approving the closure of a portion of Lake Rd in Washington Township. Supervisor Harlen Anderson, Jr. seconded the motion.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2022-09 setting the 2023 Per Capita, Reality Transfer and Real Estate Taxes at the same rate as last year. Supervisor Dan McGregor seconded the motion.

The Supervisors set the 2023 Reorganizational Meeting for January 3, 2023 at 3:30 P.M. and have the Secretary advertise the meeting.

Supervisor Harlen Anderson, Jr. made a motion to approve Holden McGregor, Washington Township’s EMA Coordinator, to be the Township’s representative for York County Hazard Mitigation Plan update process. Supervisor Dan McGregor seconded the motion.

Supervisor Dan McGregor read information for residents to recycle their Christmas trees with York County Solid Waste.

Solicitor’s Report:

Solicitor Sharon Myers stated she is still working on enforcement issues for the Township. The next news letter from CGA Law will have updated information about Air B & B’s .The Supervisors should review this information.

Supervisor Dan McGregor made a motion to pay bills out of the General Funds Account totaling $26,661.82 and the State Account totaling $2,713.38. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr made a motion to adjourn the meeting at 7:23 P.M.

Supervisor Dan McGregor seconded the motion.
