The Washington Township Board of Supervisor’s met at the Municipal Building on April 17, 2023.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the March minutes as presented. Supervisor Jeff Propps seconded the motion.

The Treasurer’s report was read and motion to approve and file for audit was made by Supervisor Dan McGregor. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 165 dispatches for the month of March. 2 were in Washington Township and both were handled by Penn State. Northern York County Fire Rescue EMS responded to 46 calls in March, 2 were in the Township. Wellsville Fire Company responded to 32 calls, 4 were in the Township. Northeast Adams Fire & EMS responded to 54 calls in March, 3 were in the Township.

Wellsville Fire Company President, Sandy Brown, provided the Supervisors with the latest minutes from the Fire Company. She also informed them of the successful Easter Egg hunt and meetings that are being held monthly for preparation of the carnival.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor reminded residents that Clean-up is scheduled for Wednesday and Thursday, April 19th & 20th from 7-3:30 and Saturday, April 22nd from 8-12.

Also, any Ag Security applications are due in the Township Office by June 1st.

New Business:

Supervisor Dan McGregor made several announcements. York County Solid Waste will hold a Household Hazardous Waste collection on May 6th from 9-1. Met Ed will have helicopters inspecting electric lines in the next few weeks and DEP has started their 2023 Black Fly Suppression Program. This involves aerial and backpack spraying.

At 7:15 bids were opened as advertised. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Vulcan Construction Materials for various stones. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr made a motion to award the only bid for E-3 Emulsions delivered to Russell Standard. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Edris Oil Service for various fuels using the fixed price. Supervisor Dan McGregor seconded the motion. This was the only bid for fuel. Supervisor Harlen Supervisor Harlen Anderson, Jr made a motion to award the only bid for Superpave to York Materials Group. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to award the bid for CRS-2 picked up with the Township’s tar kettle to Specialty Emulsions. Supervisor Jeff Propps seconded the motion. This was the only bid. Supervisor Harlen Anderson, Jr. made a motion to award the line painting to Alpha Space Control. Supervisor Jeff Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers discussed the information of the participation forms for the opioid civil suit. This is a settlement with CVS, Walgreens, Walmart, Allergan, and Teva for consideration of benefits. Supervisor Dan McGregor made a motion to participate with the settlement. Supervisor Jeff Propps seconded the motion. She also presented information on Senate Bill 231 which deals with legal advertising and methods of advertising.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $16,287.36 and the State Account totaling $8,403.13. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:40 P.M. Supervisor Jeff Propps seconded the motion.
