Board of Supervisor’s Meeting Minutes for Monday, April 15, 2013

The Washington Township Board of Supervisor’s met at the Municipal Building on April 15, 2013

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 117 calls for the month of March with 6 in Washington Township. Franklintown Fire Company responded to 32 calls for the month with 2 in the township. Wellsville Fire Company responded to 17 calls total for the month with none in the township. East Berlin Fire Company report was for February. They responded to 28 calls for the month with 4 in the township and the ambulance responded to 62 calls, with 11 in the township.

Subdivision Plans:

There were no plans for the month presented.

Business from the Floor:

Resident Susanne Sardino, at 2138 Baltimore Pike, inquired about raising bees on her property and installing a green house to raise specific flowers for the bees. She was advised to contact the Zoning Officer for a building permit for the green house and meet all requirements which include setbacks.

Resident Charles Eichelberger, of 268 Kralltown Rd, questioned his bill and commented on the Stormwater Ordinance.

Karen Riddle, Zoning Officer, asked for clarification on the revised 2009 Ordinances. It appears there was a typographical error on Section 303, c. Solicitor Myers stated that no action was taken to remove the information, only an error, so the information on original ordinance would apply. Resident Earl Hoover also questioned this information in regards to himself. He was informed he would need a Zoning Hearing at the cost of $600.00.

Old Business:

Supervisor Jeff Propps reported that he is still working on the updates to the Zoning Ordinances and the updates to the Subdivision and Land Development Ordinances.

Supervisor Dan McGregor reminded residents of Spring Clean-up on April 24, 25 and 26.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2013-02 adding land to the Ag Security Area for Robert & Sharon Baumgardner, on Big Dam Rd. Supervisor Jeff Propps seconded the motion. This application was submitted after the deadline, therefore after 180 days it became an automatic inclusion.

 

New Business:

Supervisor Jeff Propps discussed the fees for the Stormwater Ordinance and made a motion to charge $300.00 up front, which will be put in an escrow account for each resident. If there is a balance due the resident will be billed, if there is a credit, they will be refunded. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor informed residents of the June 1st deadline to submit applications to be included in the Ag Security Program.

Supervisor Harlen Anderson, Jr. submitted information on purchasing a new John Deere tractor and mower. Using the state bid contract the price for both will be just over $60,000.00. This will be paid for out of the Liquid Fuels money from the state. Supervisor Jeff Propps made a motion to purchase both. Supervisor Dan McGregor seconded the motion.

At 8:00 bids were opened. Supervisor Anderson made a motion to award the bid to York Building for various stones, to Hammaker for E-3 Asphalt Emulsion delivered and Specialty Emulsions for pick-up. Supervisor Propps seconded the motions. Supervisor McGregor made a motion to award the bid to Edris Oil for various fuels. Supervisor Propps seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers requested a short executive meeting after the meeting and reported her firm will be attending the meeting for York County on the Hazard Mitigation Plan.

Supervisor Jeff Propps made a motion to pay bills out of the General Funds Account totaling $27,256.49 and the State Account totaling $2,180.15. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to adjourn the meeting at 8:38 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
