Washington Township Board of Supervisor’s Meeting
March 17, 2014
The Washington Township Board of Supervisor’s met at the Municipal Building on March 17, 2014.
All Supervisors were present.
Chairman Dan McGregor called the meeting to order at 7:30 P.M.
Everyone stood for the Pledge of Allegiance to the flag.
The minutes from the previous meeting were read and approved with a correction to Dillsburg’s EMS report for January, should read 108 calls not 18 calls.
The Treasurer’s report was read and approved as read.
Traci Cook, Dillsburg EMS Manager reported the ambulance responded to 121 calls for the month of February with 4 in Washington Township. She explained starting April 1, 2014 they will have a MIC Unit, which is an ambulance with a paramedic on board from West Shore EMS. This is to help with response time when advance life support is needed, since York Hospital will no longer provide a medic unit. She has requested permission to do a time/distance study in the township to see if any changes need to be done to box cards. West Shore EMS Director Paul Christophel was present to answer any questions and supplied the Supervisors with a packet of information including a proposed resolution to appoint West Shore as the primary ALS provider for a specified area of the township.
Supervisor Dan McGregor reported Franklintown Fire Company responded to 33 calls for the month with 3 calls in the township. Wellsville Fire Company responded to 27 calls in February with 4 in the township. There was no report from East Berlin Fire Company.
Subdivision Plans:
Supervisor Dan McGregor made a motion to approve the Subdivision Plan for Brian Crane of 239 Blue Hill School Rd. Supervisor Jeff Propps seconded the motion. The plans were approved and signed by the Planning Commission members at their March meeting.
Business from the Floor:
Resident Ginny Boden questioned why Zoning Hearing decisions can’t be posted on the website and the use of the Dillsburg Banner for advertisements verses the York Paper. It was explained that cost to the township is the main reason.
Old Business:
Supervisor Dan McGregor reminded residents of Spring Clean-up dates. They will be Wednesday and Thursday April 23 & 24 from 8:00 A.M. until 4:30 P.M. and Friday April 25, 8:00 until 12:00.
New Business:
Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise for various bids for stones, E-3 and fuel, which will be opened at April’s meeting. Supervisor Jeff Propps seconded the motion.
Supervisor Harlen Anderson, Jr. made a motion for SEO officers to change places until the end of the year. Supervisor Jeff Propps seconded the motion. Robert Whitmore will be SEO officer and Dave Brown will now be alternate.
Data Breach Insurance coverage was discussed and Supervisor Harlen Anderson, Jr. made a motion to go with HISCOX for $1,000,000 coverage. Supervisor Dan McGregor seconded the motion. They would like the coverage just until the end of the year and then to renew yearly with existing coverage renewal.
Solicitor’s Report:
Solicitor Sharon Myers reported that York County is reviewing the new Flood Insurance Maps. They are to be finalized by April of 2015. The township will have 6 months to adopt them by amending the current township Floodplain Ordinance. She also provided information to the Supervisors on the June 13, 2014 deadline by the Federal Highway Administration for establishing a sign management or assessment program.
Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $6,315.46 and the State Account totaling $9,583.50. Supervisor Harlen Anderson, Jr. seconded the motion.
