The Washington Township Board of Supervisor’s met at the Municipal Building on April 21, 2014.
All Supervisors were present.
Chairman Dan McGregor called the meeting to order at 7:30 P.M.
Everyone stood for the Pledge of Allegiance to the flag.
The minutes from the previous meeting were read and approved as read.
The Treasurer’s report was read and approved as read.
Supervisor Dan McGregor read the following reports. Dillsburg EMS responded to 113 calls for the month of March, 3 of the calls were in Washington Township. Franklintown Fire Company responded to 33 calls for the month with 3 calls in the township. Wellsville Fire Company responded to 17 calls in March with 2 in the township. East Berlin Fire Company supplied the last three months reports. For January the Fire Company responded to 22 calls total with 1 in the township. February they had a total of 31 calls with 7 in the township and March a total of 28 calls with 2 in the township. The ambulance responded to 67 calls in March and 3 were in the township.

There were plans presented.
Business from the Floor:
Resident Rosalie Fraser asked the Supervisors about the article in the Dillsburg Banner about Franklin Township residents requesting Barrens Church Rd be changed to Barrens Valley Rd. She was inquiring if they would need to change their address. The Supervisors explained where that road is and that no changes would be made in Washington Township.
Old Business:
Supervisor Dan McGregor reminded residents of Spring Clean-up dates. They will be Wednesday and Thursday April 23 & 24 from 8:00 A.M. until 4:30 P.M. and Friday April 25, 8:00 until 12:00 P.M.
Supervisor Harlen Anderson, Jr. read a letter from Gordon Brown rescinding the earlier decision to change SEO positions and Harlen made a motion to accepted David Brown as the township’s primary SEO officer and Robert Whitmore as the alternate. Supervisor Jeff Propps seconded the motion.
Supervisor Harlen Anderson, Jr. made a motion to choose the method of replacing road signs at the end of their expected life to be incompliance with the Federal Highway Administrations requirements. Supervisor Jeff Propps seconded the motion. Supervisor Dan McGregor said they will record the date the signs were installed and replace them at the end of their expected life.
New Business:
Supervisor Dan McGregor informed residents of State Representative Mike Regan’s Town Hall meeting scheduled for April 22, at 6:30 P.M. at Mountain Ridge Church on Big Dam Rd. He also reminded residents of the June 1st deadline for Ag Security Applications to be turned into the Township Office.
Solicitor’s Report:
Solicitor Sharon Myers reported that her office is updating the Reality Transfer Tax Ordinance to comply with Act 52 of 2013. She will provide this to the Supervisors as soon as it is complete.
Supervisor Jeff Propps made a motion to pay the bills out of the General Funds Account totaling $ 11,851.38 and the State Account totaling $ 5,428.01. Supervisor Dan McGregor seconded the motion.
Supervisor Dan McGregor opened bids at 8:00 P.M. as advertised. Supervisor Dan McGregor made a motion to award the bid to York Building for various stones. Supervisor Harlen Anderson, Jr seconded the motion. The other bid for stones was from Vulcan. Supervisor Harlen Anderson, Jr. made a motion to award the only bid for E-3 Delivered to Wilson Paving. Supervisor Jeff Propps seconded the motion. Supervisor Dan McGregor made a motion to award Speciality Emulsions Inc, the only bid for E-3 picked up. Supervisor Jeff Propps seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to award Edris Oil for various fuels at the fixed price. Supervisor Jeff Propps seconded the motion. Edris was the only bid for fuels.
Supervisor Dan McGregor made a motion to adjourn the meeting at 8:17 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
