The Washington Township Board of Supervisor’s met at the Municipal Building on September 18, 2023.
All Supervisors were present.
Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.
Supervisor Jeff Propps made a motion to approve the August minutes as presented. Supervisor Dan McGregor seconded the motion.
The Treasurer’s report was read and a motion to approve by Supervisor Dan McGregor to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.
Supervisor Dan McGregor read the following EMS reports. Penn State Health Life Lion EMS responded to 184 calls for the month of August. 3 of those calls were in Washington Township. Northern York County Fire Rescue EMS responded to 21 calls for the month of August,1 was in Washington Township. Wellsville Fire Company responded to 24 calls, 1 was in the Township. Northeast Adams Fire & EMS responded to 27 calls for the month, 4 were in the Township.
Wellsville Fire Company Assistant Chief, Vince Brown, was present and provided the Supervisors with the latest minutes from the Fire Company. He thanked all the volunteers and the supporters for helping to make the annual carnival a tremendous success. Assistant Fire Chief of Northern York County Fire Rescue, Keith Kuykendal was present and reported a truck committee was formed to work on the replacement of a truck around this time next year. He also reported minor repairs are being done to the Franklintown building which will benefit building rentals.

Old Business:
Supervisor Dan McGregor reminded residents that the Fall Clean-Up Dates are Thursday September 21st from 8:00 A.M. until 3:30 P.M. and Saturday September 23rd from 8:00 A.M. until 12:00 P.M. . No Friday hours.
One bid was submitted for the 1996 F-350 Dump Truck as advertised. Supervisor Dan McGregor made a motion to award the sale of the truck to Waggoner Construction for the bid of $13,256.00. Supervisor Harlen Anderson, Jr. seconded the motion.
New Business:
Supervisor Dan McGregor made a motion to approve the 2024 SPCA Agreement. Supervisor Harlen Anderson, Jr. seconded the motion . The cost is $1,832.00, which reflects the increase that was announced last year. It is the first increase since 2012.
The Supervisors discussed the 2024 Hanover Area Chamber of Commerce Membership renewal. The main benefit of the membership was to get a dividend from Penn National Insurance Company. The Township no longer has coverage with Penn National therefor the Supervisors agreed not to renew the membership.
The Supervisors set the date for the budget meeting. It will be October 10th, starting at 9:00 A.M. The Secretary will advertise the meeting.
Supervisor Jeff Propps made a motion to approve the Pension Municipal Requirement and Minimum Municipal Obligation for 2024, to be presented for the Budget. Supervisor Harlen Anderson, Jr. seconded the motion.
Supervisor Dan McGregor made a motion to appoint Andrew Baumgardner to the Zoning Hearing Board. Supervisor Harlen Anderson, Jr. seconded the motion.
Solicitor’s Report:
Solicitor Sharon Myers had nothing additional to report.
Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling
$ 9,807.76 and the State Account totaling $ 11,986.66. Supervisor Harlen Anderson seconded the motion.
Supervisor Jeff Propps made a motion to adjourn the meeting at 7:16 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
