The Washington Township Board of Supervisor’s met at the Municipal Building on May 21, 2012.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read with a correction adding the request that was made by resident Ginny Boden to add arrows on the turn on Bermudian Church Rd.

The Treasurer’s report was read and approved as read.

Supervisor Dan McGregor read the following reports. Franklintown Fire Company responded to 28 calls for the month of April with 2 calls in Washington Township. Wellsville Fire Company responded to 16 calls for the month with 2 in the township. There was no report from Dillsburg EMS or East Berlin Fire Company.

Subdivision Plans:

Supervisor Jeff Propps made a motion to approve the Baumgardner subdivision of the Sultzbaugh property as presented. Supervisor Harlen Anderson, Jr. seconded the motion.

Business from the Floor:

Resident Dennis Martin questioned the Supervisors about his Zoning Hearing decision conclusion # 6, pertaining to the garage doors being open for ventilation purposes. He wanted to know “if any free, reasonable people could reconsider this conclusion”. The Supervisors explained to him again that they can not changed the decision of the Zoning Hearing Board. Solicitor Sharon Myers told him he still has time to appeal the decision if he does not agree with it and once a decision is made it is up to the township to enforce the conditions of the decision. He asked if a door is open longer than someone thinks it should be and reports him, does that mean his permit will be immediately revoked. Supervisor Anderson replied that the township does not work that way, they try to work with their residents. Solicitor Myers explained to him that if a complaint is made the Zoning Officer would send a letter in regards to a violation and the issue would need to be corrected.

Old Business:

Supervisor Jeff Propps reported that County is currently reviewing the updated zoning ordinances.

Supervisor Propps presented a draft copy of the stand alone Stormwater Ordinance to Solicitor Myers. He questioned her about the correct information needed for Section 104. She will supply this information and advertise the ordinance for next month’s meeting for adoption, if there are no further issues.

Supervisor Dan McGregor reminded residents that Applications for Ag Security are due in the township office by June 1st. Currently there is one application that was received in November. Since the allotted time has passed, it will automatically be accepted. Solicitor Myers will prepare the resolution for next month’s meeting.

Supervisor Harlen Anderson, Jr. reported that the grate at Reynolds Road and Route 194 was installed and resident Lester Herman and other residents thanked the township for a job well done.

Resident Caroll Myers asked about Governor’s plan to charge townships for State Police protection. Supervisor Propps commented that it is currently proposed for townships with a population of over 10,000 and if a charge would be implemented, taxes would probably double or triple.

Resident Wallace Fremont comment that he heard State Police protection in the township has increased, due to so many elderly residents. Supervisor Propps stated he heard there is suppose to be one cruiser in Warrington or Washington Township during each shift.

Resident Caroll Myers also asked when the new reflective road signs need to be installed. Supervisor Dan McGregor informed her that he has received information of changes to the requirements and there is no deadline at this time but replaced on an as needed bases, due to the substantial cost it would have burdened the townships with.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Ordinance 2012-01, establishing the Speed Limit on Doe Run Rd at 35 MPH, noting the corrected change of location listed. Supervisor Jeff Propps seconded the motion. Caroll Myers asked why Creek Rd can not have the same speed limit even though the State recently did a traffic study and determined the speed limit of 45 MPH to be sufficient. She said when she contacted the State they informed her it was up to the township to pursue the issue, even though the township had just recently requested the traffic study.

Supervisor Dan McGregor read the information for the Festival of Lights at Rocky Ridge Park. The Supervisors agreed to participate again this year. There is no cost to the township and this year residents can go any time from November 23rd - December 14th and December 26th - 21st, with a coupon, buy one get one free.

Solicitor’s Report:

Attorney Sharon Myers had nothing additional to discuss.

Supervisor Jeff Propps made a motion to pay the bills as presented. Supervisor Harlen Anderson, Jr. seconded the motion.
