The Washington Township Board of Supervisor’s met at the Municipal Building on December 16, 2019.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

Supervisor Dan McGregor made a motion to approve the November Minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to approve the Treasurer’s report as read and to be filed for audit. Supervisor Harlen Anderson Jr seconded the motion.

Supervisor Dan McGregor read the following reports. Geisinger EMS responded to 148 calls total for the month of October, 2 of them were in Washington Township. They responded to 137 calls for the month of November, 3 were in Washington Township. Northern York County Fire Rescue EMS responded to 39 calls for the month of November, 4 were in the Township. Wellsville Fire Company responded to 30 calls for the month, 4 were in the Township. Northeast Adams Fire & EMS responded to 29 calls with 4 in the Township and the ambulance responded to 94 calls total and 9 were in the township.

Kevin Brehm, Washington Township EMA Coordinator, presented updated Box Call #’s for the Township. The Supervisors will review them before they sign off on the revised #’s. He also had an updated color coded map for the office with box #’s, for residents to identify first due response, in their area.

Station Commander Lieutenant Spingler with Pennsylvania State Police was present to give a report from June through December on calls in Washington Township. There were 24 crash reports which was the largest response in the Township. He asked for residents input on any concerns or issues. Speeding, especially on Baltimore Pike was the main concern.

Subdivision Plans:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary sign the Non-Building Waiver for Deborah Myers’s subdivision at 1860 Baltimore Pike. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to approve the subdivision plan as presented. Supervisor Ralph McGregor seconded the motion. Planning Commission signed the plans also.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor made a motion to approve Resolution 2019-07, appointing Smith Elliot Kearns & Company to perform the 2019 Audit, replacing the elected auditors, as advertised. Supervisor Ralph McGregor seconded the motion.

New Business:

The Supervisors set the 2020 Reorganizational Meeting for January 6, 2020 at 3:30 P.M.

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2019-08 setting the 2020 Per Capita, Reality Transfer and Real Estate Taxes at the same rate as last year. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion approve the Fire Company Agreement with Northeast Adams Fire & EMS. Supervisor Ralph McGregor seconded the motion. This is the first agreement since East Berlin Fire Company and Lake Meade Fire Company merged.

Solicitor’s Report:

Solicitor Sharon Myers stated the Supervisors should consider passing regulations for Solar Farms. She will email samples for them and the Planning Commission to consider.

Supervisor Harlen Anderson, Jr. made a motion to pay bills out of the General Funds Account totaling $4,849.10 and the State Account totaling $664.46. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 8:10 P.M. Supervisor Ralph McGregor seconded the motion.
