The Washington Township Board of Supervisor’s met at the Municipal Building on February 15, 2021.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M.

Supervisor Dan McGregor made a motion to approve the minutes as read.

Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read. Supervisor Dan McGregor made a motion to approved the report as read and file for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to 165 calls for the month of January, 4 calls were in Washington Township. Northern York County Fire Rescue EMS responded to 39 calls for the month, none were in the Township. Wellsville Fire Company responded to 26 calls for the month, 4 were in the Township. Northeast Adams Fire & EMS responded to 30 calls and 3 were in the Township. The ambulance responded to 110 calls and 11 were in the Township.

Subdivision Plans:

There were no subdivision plans.

Business from the Floor:

Byron Waggoner, owner of 429 Kralltown Rd, was present to answer questions from concerns that the Zoning Officer had about the business there known as Wag’s Brothers Meats. He stated they process deer and do custom butchering, which about 60% or more of the meat, is raised by him. This is a permitted use in Land Preservation. Zoning Officer Karen Riddle was concerned about employees and staff purchasing meat. Supervisor Ralph McGregor stated that the Department of Agriculture would have the jurisdiction over that. Planning Commission Member Caroll Myers thought Karen had a concern with the sign. Karen stated that she did not. Solicitor Sharon Myers stated that as long as the majority of the animals are raised on his property, he is incompliance with the current Zoning Ordinances.

Residents Kristi & Clifton Dorsey of 72 Big Dam Rd were present to discuss the setback requirements for the run-in sheds they built on their property, prior to obtaining a building permit. The Zoning Officer considered them as housing of an animal, which would be 100’ setback. They are not for housing, just for protection from the weather elements, so the setbacks for an accessory structure in the rear would be 20’. The run-ins are 24 ½ ‘ from the property line. The Dorsey’s are in the process of applying for the building permits.

Property owner Sonja Swope and her son, David Noel, were present to ask questions about parcel JD-4B. This property is a vacant lot at the corner of Hofman Rd and Baltimore Pike. David would like to purchase the property, build a home, and continue his current part time job of dismantling wreck vehicles and selling the parts on line. All work would be done inside of a building. The Ordinances require Junkyard dismantling to be on 5 acres or more. This property is 4.3 acres. Solicitor Myers stated he should apply for a Zoning Hearing for a Special Exception, because of the use and a Variance because it is under the 5-acre requirement.

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to approve Resolution 2021-01, Fee Schedule for 2021.Supervisor Ralph McGregor seconded the motion.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise for bids for E-3 Asphalt Emulsions for pick-up. Supervisor Ralph McGregor seconded the motion. Bids will be opened at March’s meeting.

Supervisor Ralph McGregor made a motion to set the dates for Spring Clean-Up for Wednesday and Thursday, April 28th & 29th from 8:00 until 3:30 and Saturday, May 1st , 8:00 until 12:00. They will be closed Friday. Supervisor Harlen Anderson, Jr. seconded the motion.

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $12,282.19 and the State Account totaling $958.73. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to adjourn the meeting at 8:42 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
