The Washington Township Board of Supervisor’s met at the Municipal Building on April 19, 2021.

Supervisors Dan McGregor and Ralph McGregor were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M.

Supervisor Dan McGregor made a motion to approve the March minutes as read. Supervisor Ralph McGregor seconded the motion.

The Treasurer’s report was read and approved by Supervisor Dan McGregor to be filed for audit. Supervisor Ralph McGregor seconded the motion.

Supervisor Dan McGregor read the following reports. Northern York County Fire Rescue EMS responded to 55 calls in March, 1 was in the Township. Wellsville Fire Company responded to 39 calls, 3 were in the Township. Northeast Adams Fire & EMS responded to 48 calls in March, 5 were in the Township. The ambulance responded to 126 calls in March, 5 were in Washington Township.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor reminded residents that Clean-up is scheduled for Wednesday and Thursday, April 28^th & 29^th from 8-3:30 and Saturday, May 1^st from 8-12.

Also, any Ag Security applications are due in the Township Office by June 1^st.

New Business:

Supervisor Dan McGregor announced York County Solid Waste is holding a Household Hazardous Waste Collection on May1st. This is free but pre-registration is required.

Supervisor Ralph McGregor made a motion to exonerate the names from the delinquent per capita list.

Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to amend the 2021 Fee Schedule under UCC Permits, item #3 should state $100.00 per 1,000 square feet. Supervisor Dan McGregor seconded the motion.

At 7:15 bids were opened as advertised. Supervisor Ralph McGregor made a motion to award the bid to Vulcan Construction Materials for various stones. Supervisor Dan McGregor seconded the motion. Supervisor Dan McGregor made a motion to award the only bid for E-3 Emulsions delivered to Russell Standard. Supervisor Ralph McGregor seconded the motion. Supervisor Ralph McGregor made a motion to award the bid to York Materials Group for Superpave. Supervisor Dan McGregor seconded the motion. This was the only bid submitted. Supervisor Dan McGregor made a motion to award the bid to Edris Oil Service for various fuels using the fluxuating price based on the Opis Plus Margin. Supervisor Ralph McGregor seconded the motion. This was the only bid for fuel.

Supervisor Dan McGregor made a motion to adopt Resolution 2021-03, accepting a Deed in Lieu of Condemnation for the property known as 11 Bentz Mill Rd and for the filing of the deed with the Recorder of Deeds Office in York County. Supervisor Ralph McGregor seconded the motion. The Township is paying $45,000.00 for this property. After the sale is completed, the Township will clean up this property and make it vacant land with the intent of building a future township building at this location. Supervisor Ralph McGregor made a motion to appoint Supervisor Dan McGregor as the representative for the Township to sign all documents involved in this transaction of property. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to adopt Resolution 2021-02 Corporate Authorization adding the Secretary/Treasurer’s name as a signer to bank accounts with ACNB. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor asked the Solicitor about the proposed sale of Kralltown Elementary School and future uses. Solicitor Myers stated that if it is not a use by right according to the Township’s current ordinances then a special exception will be required. Also Planning Commission member Caroll Myers asked about the 3 building rights for the school property. Solicitor Myers stated that all requirements must be met to subdivide the property.

Solicitor’s Report:

Solicitor Sharon Myers provided updated information on the County’s CAP & COM processes. The Township will need to update their SALDO to included these processes. County is working on a sample ordinance, which they will provided to the townships.

Supervisor Dan McGregor made a motion to amend the Township’s 2021 Fee Schedule to show York County’s amended Fees as of April 5, 2021, including the 2 new plans. Supervisor Ralph McGregor seconded the motion. Residents pay the Township the same fee as they pay York County for Subdivision and Land Development plans.

Solicitor Myers presented the Supervisors a packet of information for the American Rescue Plan Act of 2021. The Township is scheduled to receive $267,932.00. There are limitations on the use of the funds and must be used by December 31, 2024.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $17,030.30 and the State Account totaling $2,151.16. Supervisor Ralph McGregor seconded the

motion.

Supervisor Dan McGregor made a motion to adjourn the meeting at 7:41 P.M. Supervisor Ralph McGregor seconded the motion.
