Washington Township Board of Supervisor’s Meeting

November 21, 2022

The Washington Township Board of Supervisor’s met at the Municipal Building on November 21, 2022.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read. Supervisor Ralph McGregor made a motion to approve the minutes as read. Supervisor Harlen Anderson, Jr. seconded the motion.

The Treasurer’s report was read. Supervisor Dan McGregor made a motion to approve the Treasurer’s Report as read and to be filed for audit. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS responded to 178 calls for the month of October, 6 were in Washington Township, 3 where handled by Penn State. Northern York County Fire Rescue EMS responded to 38 calls for the month of October, 2 were in Washington Township. Wellsville Fire Company responded to 30 calls for the month with 4 in the Township. Northeast Adams Fire & EMS responded to 36 calls, 4 were in the township.

President of Wellsville Fire Company, Sandy Brown, presented the latest meeting minutes and financial reports. She reported that the Meat Bingo was a great success, and they will be having Breakfast with Santa on December 3rd.

Northern York County Fire Rescue EMS Assistant Chief, Keith Kuykendal, reported they will be hiring a floater for the paid drivers, to fill in when someone calls off. He will also provide the Township with a copy of their budget.

Subdivision Plans:

Supervisor Ralph McGregor suggested tabling Stum’s reverse subdivision until later in the meeting since no one was present at the time.

Business from the Floor:

Several residents were present to question issues with trash haulers in the Township, mainly the rising cost. The Township does not have a contract with a hauler. Solicitor Sharon Myers stated the Township could ask for bids for a contract but not make it mandatory for all resident to have trash collection. She said with previous experience with other townships, trash haulers are not overly anxious to bid on contracts. No decision was made at the current time.

Another issue discussed was coverage from Comcast. Their informational maps are not correct as to areas in the Township that are covered by Comcast. The Township is still waiting for the updated contract for Comcast. This matter will be addressed again when they receive the new contract.

Old Business:

Supervisor Dan McGregor made a motion to adopt the 2023 Budget as advertised, for the General and State Accounts. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor stated the Township has received the formal letter from the Governor of Pennsylvania to appoint Holden McGregor as the Township’s EMA Coordinator.

Solicitor Sharon Myers stated the letters are ready to send to the neighbors about the Lake Road abandonment by Washington Township. Supervisor Dan McGregor made a motion to have her advertise the ordinance for the abandonment which will be voted on at December’s meeting. Supervisor Ralph McGregor seconded the motion. This is the formal procedure.

New Business:

Supervisor Ralph McGregor made a motion to have Solicitor Myers prepare the Resolution for Act 57 of 2022-new Tax Collection Law for December’s meeting. Supervisor Dan McGregor seconded the motion.

Supervisor Ralph McGregor made a motion to approve the QuickBooks Renewal Agreement with Mary Coble. Supervisor Harlen Anderson, Jr seconded the motion.

Supervisor Ralph McGregor wanted to comment on the excellent job that the Washington Township Election Officials do. He was impressed with them and also the voters of Washington Township. He said the Township had a great turn out by the young and old.

Solicitor’s Report:

Solicitor Sharon Myers stated she is still working on several Ordinance violations. The District Magistrate entered a default judgment in favor of the Township for the 1970 Ridge Road property. Supervisors agreed to move forward and have the judgement transferred to the York County Court of Common Pleas.

She also informed them that the 2023 Reorganizational Meeting must be held on January 3rd.

Supervisor Ralph McGregor said they should take action on the Stum Reverse Subdivision even though no one was present. The Planning commission did sign the plans at their November meeting. Supervisor Harlen Anderson, Jr. made a motion to approve the plans. Supervisor Ralph McGregor seconded the motion. Inspection of the demolition and all fees were paid.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling

$18,137.59 and the State Account totaling $3,311.54. Supervisor Ralph McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:41 P. M. Supervisor Ralph McGregor seconded the motion.
