Washington Township Board of Supervisor’s Meeting

August 19, 2024

The Washington Township Board of Supervisor’s met at the Municipal Building on August 19, 2024.

All Supervisors were present.

Chairman, Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the July 15, 2024 minutes as presented. Supervisor Jeff Propps seconded the motion.

The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 154 dispatches for the month of July, in the Northern York Division. 5 of those were in Washington Township. 4 were handled by Penn State Health. Northern York County Fire and EMS had 27 calls for the month of July. None were in the Township. Wellsville Fire Company had 28 calls for the month, 2 were in Washington Township. Northeast Adams Fire & EMS had 26 calls in July, 2 were in the Township.

Vince Brown, of Wellsville Fire Company reported that the Wellsville’s annual Firemen’s Carnival was a great success, lots of people attended and great weather.

Don Hively, Vice President of Northeast Adams Fire & Ems asked to be put on next month’s meeting agenda to discuss funding from the Township.

Subdivision Plans:

Andrew Schrum, owner of Parcel LD-1 on Blue Hill School Rd was present with his subdivision plans. Supervisor Dan McGregor made a motion to approve the subdivision plans under the condition that the Township Planning Commission change their minutes to show the corrected building rights as shown on the plans, not what was on their draft minutes. Supervisor Harlen Anderson, Jr. seconded the motion. There is 1 building right remaining with Lot 2 if all requirements can be met at that time. Supervisor Dan McGregor made a motion to have the Secretary sign the Non-Building Waiver for Mr. Schrum. Supervisor Harlen Anderson, Jr. seconded the motion.

Business from the Floor:

There was no business from the floor.

Old Business:

Solicitor Sharon Myers presented three ordinances that she advertised for consideration of adoption. Supervisor Dan McGregor made a motion to approve Ordinance 2024-01 Re-Establishing the Duties and Authority of the Township’s Fire Chief. Supervisor Harlen Anderson, Jr. seconded the motion. Supervisor Harlen Anderson, Jr. made a motion to adopt Ordinance 2024-02 Regulating Short-Term Rentals In Washington Township. Supervisor Jeff Propps seconded the motion. Supervisor Jef Propps made a motion to continue the 3rd ordinance, which is Ordinance 2024-03 Nuisances and Penalties, at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion. The reason to continue this until next month was several questions from residents that the Supervisors want to review before adoption is made.

A discussion on moving forward with a Municipal Waste ordinance was also put on hold until next month.

Supervisors want to review this issue further.

Solicitor Myers is to look into whether a resolution was ever made for the Township in regards to York County CAP and COM subdivision procedures. A resident wanted to combine 3 lots but was told Washington Township never agreed to this through a resolution.

New Business:

Supervisor Dan McGregor made a motion to approve the Pension MMO for 2025. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisors set the Fall Clean-Up for Thursday September 19th from 8:00A.M. until 3:30 P.M. and Saturday September 21st from 8:00 A.M. until noon. If participations is not good, this will be the last year for a Fall Clean-up.

Supervisor Harlen Anderson, J. made a motion to approve Resolution 2024-07 for Category 4 Facilities Local Share Grant Application. Supervisor Dan McGregor seconded the motion. This grant would be for the purchase of a John Deere Skid Steer with attachments as quoted.

After the agenda was published on the website, the Township received the York County Township County Convention information. RSVP is required the day of next month’s meeting, so it was added to this month’s agenda. Supervisor Dan McGregor made a motion for officials of Washington Township to attend. Supervisor Harlen Anderson, Jr, seconded the motion .

Solicitor’s Report:

Solicitor Sharon Myers did not have anything additional to discuss.

Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $4,799.27 and the State Account totaling $2,319.51 Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:59 P.M. Supervisor Jeff Propps seconded the motion.
