The Washington Township Board of Supervisor’s met at the Municipal Building on October 21, 2024.

All Supervisors were present.

Chairman, Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.

Supervisor Harlen Anderson, Jr. made a motion to approve the September 16, 2024 minutes as presented. Supervisor Jeff Propps seconded the motion.

The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 174 dispatches for the month of September, in the Northern York Division, 3 of those were in Washington Township. Northern York County Fire Rescue had 33 calls for the month of September, none were in the Township. Wellsville Fire Company had 31 calls for the month, none were in Washington Township. Northeast Adams Fire & EMS had 29 calls in September, 1 was in the Township.

Vince Brown, of Wellsville Fire Company provided information of upcoming fund raisers and Trick-or Treat.

Subdivision Plans:

There were no plans presented.

Business from the Floor:

There was no business from the floor.

Old Business:

Supervisor Dan McGregor made a motion to have the Solicitor advertise the Municipal Waste Ordinance for next month’s meeting, for adoption. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to have the Solicitor advertise the additions and seven-year review for Ag Security, for adoption at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to adopt Resolution 2024-08, establishing policies for Anonymous Right-to-Know Request. Supervisor Jeff Propps seconded the motion.

Supervisor Jeff Propps made a motion to adopt Resolution 2024-09, amending the Pension Plan to increase the Employer Contribution Rate. Supervisor Dan McGregor seconded the motion.

Supervisor Jeff Propps made a motion to have the Solicitor advertise the Ordinance for CAP and Com procedures for York County Planning Commission, for adoption at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor made a motion to have the Secretary advertise the proposed Budget for 2025. Supervisor Harlen Anderson, Jr. seconded the motion. There will be no tax rate increase, or a Fire Tax imposed on the residents for next year.

New Business:

Supervisor Harlen Anderson, Jr. made a motion to have the Secretary advertise to appoint a certified public account to perform the 2024 audit, replacing the elected auditors. Supervisor Jeff Propps seconded the motion.

Supervisor Dan McGregor made a motion to approve the 2025 SPCA agreement at a cost of $1,942.00.Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Harlen Anderson, Jr made a motion to approve the Township’s Fire Company Agreement with Wellsville Fire Company for the year 2025. Supervisor Jeff Propps seconded the motion. Wellsville Fire Company requested $12,000.000 for the year plus the Township must pay a portion of their Workers’ Compensation policy. Solicitor Myers stated the Supervisors should approve the other two fire company agreements also since all Fire Companies will receive the same contract and the same amount of money. All contracts will be effective January 1, 2025 through December 31, 2025. Supervisor Dan McGregor made a motion to approve Fire Company Agreements for Northern York County Fire Rescue and Northeast Adams Fire & EMS. Supervisor Harlen Anderson, Jr. seconded the motion.

Supervisor Dan McGregor informed the residents that the Zoning Officer, Karen Riddle has submitted her resignation. The Supervisors thanked her for her years of service. She thanked them also for working with her over the years.

Solicitor’s Report:

Solicitor Sharon Myers presented the Supervisors with information for a seminar presented by CGA Law Firm, on various topics pertaining to Municipal Laws. The seminar is open to the public, which is on November 6th at Heritage Hills, York. Registration is required.

Supervisor Harlen Anderson, Jr. made a motion to pay the bills out of the General Funds Account totaling $22,376.06 and the State Account totaling $9,418.48. Supervisor Dan McGregor seconded the motion.

Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:21 P.M. Supervisor Jeff Propps seconded the motion.
