Washington Township Board of Supervisor’s Meeting
November 18, 2024
The Washington Township Board of Supervisor’s met at the Municipal Building on November 18, 2024.
All Supervisors were present.
Chairman, Dan McGregor called the meeting to order at 7:00 P.M. with the Pledge of Allegiance to the Flag.
Supervisor Harlen Anderson, Jr. made a motion to approve the October 21, 2024 minutes as presented. Supervisor Jeff Propps seconded the motion.
The Treasurer’s report was read and approved by Supervisor Harlen Anderson, Jr. to be filed for audit. Supervisor Jeff Propps seconded the motion.
Supervisor Dan McGregor read the following reports. Penn State Health Life Lion EMS had a total of 197 dispatches for the month of October, in the Northern York Division, 2 of those were in Washington Township. Northern York County Fire Rescue had 39 calls for the month of October, none were in the Township. Wellsville Fire Company had 34 calls for the month, 1 was in Washington Township. Northeast Adams Fire & EMS had 43 calls in October, 1 was in the Township. Fire Chief Corey Lease stated that the Fire Company has agreed to the contract for next year. They are grateful for the increase even though it is not as much as they would have liked. The contract is at East Berlin Borough Office for their signature.
Vince Brown, of Wellsville Fire Company stated Wellsville Fire Company Trustees are currently reviewing our contract.

Business from the Floor:
There was no business from the floor.
Old Business:
Supervisor Harlen Anderson, Jr. made a motion to table the Municipal Waste Ordinance for next month’s meeting, for adoption. Supervisor Dan McGregor seconded the motion.
Supervisor Dan McGregor made a motion to adopt the 2025 Budget as presented. Supervisor Harlen, Jr. seconded the motion.
Supervisor Dan McGregor opened the Ag Security Hearing. There were no questions. Supervisor Harlen Anderson, Jr. a motion to adopt Resolution 2024-10 adding land to the Ag Security area in Washington Township and the 7-year review updates. Supervisor Jeff Propps seconded the motion.
Supervisor Dan McGregor made a motion to have the Solicitor advertise the Ordinance for CAP and Com procedures for York County Planning Commission, for adoption at next month’s meeting. Supervisor Harlen Anderson, Jr. seconded the motion.
New Business:
Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2024-11 Local Share Grant.
Supervisor Dan McGregor seconded the motion. This grant is to replace a large culvert pipe on Roland Road that crosses the Red Run Stream.
Eric Naylor, Director of York County Agriculture Land Preservation Board, presented information on ways that farmers in Washington Township could get more points in the preservation of their farms if certain wording were added to the Washington Township Zoning Ordinance. Maximum lot size restrictions, lots be located on the least productive soils and 75% of parcel protected by agricultural preservation are the most important zoning changes. Supervisors will review this information. Washington Township currently has over 2,000 acres in land preservation.
Supervisor Dan McGregor asked local fire company officials who were present about the Volunteer Firefighter Credit. An email was sent from York Adams Tax Bureau with information in regards to this credit. This tax credit is an incentive for their services and can be applied for Earned Income Tax or Real Estate Tax, depending how the municipality’s ordinance is written. No action was taken at this time.
Supervisor Dan McGregor made a motion to appoint Rebecca Bradshaw as the new Zoning Officer/Building Code Officer. Supervisor Harlen Anderson, Jr. seconded the motion.
Supervisor Dan McGregor read the information for this year’s Festival of Lights at Rocky Ridge Park.
Solicitor’s Report:
Attorney Courtney Buechler was present for Solicitor Sharon Myers. She presented the Supervisors with the Bid Specifications for trash hauling in the Township. They will review for next month’s meeting.
Supervisor Dan McGregor made a motion to pay the bills out of the General Funds Account totaling $6,797.03 and the State Account totaling $619.21. Supervisor Harlen Anderson, Jr. seconded the motion.
Supervisor Harlen Anderson, Jr. made a motion to adjourn the meeting at 7:57 P.M. Supervisor Jeff Propps seconded the motion.
