The Washington Township Board of Supervisor’s met at the Municipal Building on January 17, 2011.

All Supervisors were present.Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.The Treasurer’s report was read and approved as read. 

Supervisor Dan McGregor read the following reports. Franklintown Fire Company responded to 38 calls for the month of December with 4 in the township. They responded to 387 calls for the year with 21 in Washington Township. Wellsville Fire Company responded to 20 calls for the month with 2 in the township. EMA Coordinator Kevin Brehm reported for East Berlin Fire Company. He provided November’s information first. They responded to 27 calls for the month with 6 in Washington Township. The ambulance responded to 82 calls with 13 in the township. For the month of December, the fire company responded to 22 calls with 2 in the township and the ambulance responded to 53 calls with 7 in the township. For the year, the fire company responded to a total of 291 calls with 43 in Washington Township. The ambulance responded to 708 calls total with 95 in Washington Township. 

Subdivision Plans:There were no subdivision plans present. 

Business from the Floor:George Adams, the new owner of Country View Manor Mobile Home Park, asked the Supervisors about expansion to an accessory building. The addition is to be DEP compliance for additional water storage, other storage and include a small space for an office were a drop box could be for residents. He approached the Planning Commission first and was advised to ask the Board of Supervisors and the Township’s Solicitor. The Supervisors approved his proposed addition stating he must comply with all township building codes. Township Solicitor, Sharon Myers asked Zoning Officer, Karen Riddle to contact the Township’s Engineer to review this proposal, before issuing any permit. Resident Caroll Myers questioned the expansion but was informed that the township’s ordinance allows this expansion as an approved use. 

Old Business:Supervisor Dan McGregor reported since the last meeting he was informed that the township must be a member of Pa One Call. There is no cost for the membership, but a small fee for notification of work being done in the township.The Secretary reported that the Fire Company Agreements have been returned from East Berlin and Wellsville. Supervisor Harlen Anderson, Jr. asked her to contact Franklintown Fire Company in regards to their contract.Supervisor Jeff Propps reported that County is in the process of reviewing the updated ordinances. They will e-mail Jeff if they have any questions.Supervisor Dan McGregor closed the regular meeting at 7:58 P.M. to conduct the Ag Security Hearing. 

Supervisor Dan McGregor opened the Ag Security Hearing at 7:58 P.M. He turned the hearing over to Solicitor Sharon Myers. She read the following proposed names and properties to be added to the Township’s Ag Security Program, Richard A. and Elaine L. Ellinger 1748 Baltimore Pike, Dillsburg, 31 acres and a second parcel at the same address of 11 acres. Kenneth R and Helen E. Potts 240 Bentz Mill Rd, Wellsville, 98 acres. Lewis F. Renoll 676 Kralltown Rd, East Berlin, 45 acres and also his property at 673 Kralltown Rd, East Berlin, 42 acres. Supervisor Harlen Anderson, Jr. made a motion to approve Resolution 2011-01 to add the proposed land into the Washington Township Agricultural Security Area. Supervisor Jeff Propps seconded the motion, motion approved. Supervisor Jeff Propps made a motion to adjourn the hearing. Supervisor Harlen Anderson, Jr. seconded the motion. Hearing adjourned at 8:02.  

Supervisor Dan McGregor reopened the regular meeting AT 8:02 P.M... Supervisor Harlen Anderson, Jr. reaffirmed the motion to approve Resolution 2011-01 and Supervisor Jeff Propps seconded the motion. New Business:Supervisor Harlen Anderson, Jr. made a motion to exonerate the Tax Collector from collecting the previous year’s unpaid Per Capita Taxes. Supervisor Jeff Propps seconded the motion.Supervisor Harlen Anderson, Jr. read the quotes for a new backhoe as follows: Stephenson Equipment- a JCB for $77,187.17, Plasterer Equipment- a John Deere  at $ 75,600.00 and Groft Tractor & Equipment- a Case backhoe for $74,256.00. All prices do not include the trade-in of the township’s 1993 John Deere for $23,500.00 plus the cost for a small bucket, which a local farmer has agreed to buy from the awarded company. Supervisor Harlen Anderson, Jr. made a motion to purchase the Case backhoe from Groft Tractor. Supervisor Jeff Propps seconded the motion. All companies participate in the State’s purchasing COSTATRS Program so advertisements of sealed bids were not necessary. 

Solicitor’s Report:Solicitor Myers called for an Executive Session after the regular meeting. 

Supervisor Jeff Propps made a motion to pay the bills as presented. Supervisor Harlen Anderson, Jr. seconded the motion. 

Supervisor Dan McGregor made a motion to adjourn the meeting at 8:15 P.M. Supervisor Jeff Propps seconded the motion. Respectfully Submitted,
