The Washington Township Board of Supervisor’s met at the Municipal Building on April 18, 2011.

All Supervisors were present.

Chairman Dan McGregor called the meeting to order at 7:30 P.M.

Everyone stood for the Pledge of Allegiance to the flag.

The minutes from the previous meeting were read and approved as read.

The Treasurer’s report was read and approved as read. 

Supervisor Dan McGregor read the following report. East Berlin Fire Company responded to 26 calls for the month of March with 6 in Washington Township. The ambulance responded to 73 calls for the month with 6 in the township. Supervisor Jeff Propps reported for Franklintown Fire Company. They responded to 39 calls total with 2 in Washington Township. Supervisor Propps reported that he recently met with Fire Chief Mike Whitzel and Franklintown Fire Company will be changing some of their EMS responses. Jeff advised him to meet with EMA Coordinator Kevin Brehm to make the call box changes. There was no report from Dillsburg EMS or Wellsville Fire Company. 

Subdivision Plans:

There were no subdivision plans present. 

Land Development Plans:

Supervisor Jeff Propps presented revised plans for Mountain Ridge Church. The plans show how they lowered the church 3’ to provide better drainage and lower the amount of water in the retention ponds. The plan also shows an increase in parking spaces from 86 spaces to 120 spaces. He advised the representatives from the church to meet with Franklintown Fire Chief to ensure a proper flow for emergency equipment. He reported that this meeting did occur. All Supervisors approved the revisions. 

Business from the Floor:

Nick Macri is under contract to purchase 1771 Baltimore Pike from Waggoner Holdings. He supplied a Land Use/Land Development Plan to the Supervisors as requested by Supervisor Propps. Solicitor Sharon Myers asked if this Land Development Plan needs to be presented to York County for comments. Mr. Propps informed her it is solely for the township. Mr. Macri identified requirements from the Zoning Hearing in regards to 4’ high earthen berm with 4’ high pine trees, a chemical containment room and a power wash pit, 20 x 20 with a standard inlet to a ballast pit. Supervisor Harlen Anderson, Jr. asked him to install screening over the pipe before it enters the ballast pit. All Supervisors approved his plans but he informed them that the septic system failed and it will be up to the seller to fix the septic before he can purchase it.

Shane Nell with Wayne Nell & Sons Meats at 2218 Baltimore Pike asked the Supervisors about adding an addition on to the current business for storage. He will also be widening the current driveway. Zoning Officer Karen Riddle was concerned about the use being non-conformity. All Supervisors approved the expansion and he can move forward with the building application.

Resident Tina Gleim asked about the damage done to the bridge on Peiffer Rd., from the storm over the weekend. Supervisor Dan McGregor said they will be working on it and Barrens Church Rd bridges this week to repair them.

Resident Virginia Boden asked about more information being put on the web site. Supervisor Harlen Anderson Jr. informed her that Zoning Hearing information would be put on but not Planning Commission Meeting Minutes. 

Old Business:

Supervisor Harlen Anderson, Jr. made a motion to adopt Resolution 2011-02, written procedures to comply with Act 44 of 2009, Municipal Pension Changes and Compliances. Supervisor Jeff Propps seconded the motion. Solicitor Sharon Myers said that advertisement is only necessary if the township desires to change the pension provider, not yearly.

Supervisor Dan McGregor reminded residents of Spring Clean up on April 27, 28, and 29. 

Supervisor Dan McGregor closed the meeting at 8:01 to open bids. Bids for assorted stones from Vulcan Construction Materials and York Building Products were received. After opening and reviewing the bids, Supervisor Harlen Anderson, Jr. made a motion to award the bid to York Building Products. Supervisor Jeff Propps seconded the motion. A bid for E-3 Emulsion was received from Wilson Paving. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Wilson Paving. Supervisor Jeff Propps seconded the motion. Edris Oil Service submitted a bid for assorted fuels. Supervisor Harlen Anderson, Jr. made a motion to award the bid to Edris Oil. Supervisor Jeff Propps seconded the motion. 

Supervisor Dan McGregor reopened the meeting at 8:15 P.M. with New Business.Supervisor Dan McGregor informed residents that Ag Security applications are due in the township office by June 1st.Supervisor Harlen Anderson, Jr. made a motion to officially hire Bradley Stermer as a full time employee. Supervisor Jeff Propps seconded the motion. 

Solicitor’s Report:

Solicitor Sharon Myers had nothing additional to report on. 

Supervisor Jeff Propps made a motion to pay the bills as presented. Supervisor Harlen Anderson, Jr. seconded the motion. 

Supervisor Dan McGregor made a motion to adjourn the meeting at 8:20 P.M. Supervisor Harlen Anderson, Jr. seconded the motion.
